I. Recommendation

 

Pursuant to Chapter XI, Section D, 1, b, (2), (a) of the Code of the Chicago Park District, it is recommended that the General Superintendent and CEO or his designee enter into a contract with Comcast Corporation to provide WiFi solution implementation and managed network services at Gately Track & Field facility.

IV. Procurement Information

 

A publicly-advertised RFP process was held in October-November 2019.  The Chicago Park District received one submission from Comcast Corporation.  However, the RFP was cancelled due to a lack of acknowledgement of Amendment #2.  Pursuant to The Chicago Park District Code, Chapter 11, Section D. 1. (b) (2) (a), “for the purchase of electricity, water, gas, telecommunications service, or other public utility;”, the Director of Purchasing provided authorization to Chicago Park District IT to review and to request authorization to award the contract to Comcast.

 

 

V.                     Explanation

 

The new Gately (James) Park will be the first public indoor facility dedicated to track and field. The 139,000 square foot facility will feature the area’s first hydraulically banked 200-meter track. There will be seating capacity of 3,500 with supporting amenities such as a meet management control room, concessions, multipurpose rooms and locker rooms. The facility can host up to 7,000 people.

To complement the state-of-the-art sporting facility, the Department of Information Technology plans to deploy a high-density WiFi 6 certified solution with enhanced and fully managed network services to ensure superior guest experiences even at large attendance volumes. This solution will allow both free public and secured CPD WiFi access including a highly available network bandwidth for CPD’s program registration, building automation, security/video surveillance, and other future technology demands.  The authorized contract amount includes design, equipment, integration, network services, and managed services for the indoor areas of the track and field facility, as well as future phasing of WiFi expansion to outdoor areas of the surrounding park.

The initial cost for design, hardware, and integration/deployment for the track and field facility is $199,271.  The annual network services (internet connection) and managed services (to ensure consistent uptime and performance) recurring cost will be $49,320 per year. The total turn-up solution with WiFi network infrastructure and fiber-speed internet for 3-years of service is $347,231.  An additional $36,000 for design, equipment, and integration, plus an additional $43,200 of managed services over a three-year period is requested for a future phase of outdoor WiFi expansion, which will aim to provide wireless internet service to outdoor spaces of the park.  Lastly, an additional 10% is included in the authorization request in the event of any necessary change orders due to unforeseen challenges during the project or additional requirements during the expansion phase.

The RFP for managed wireless services for Gately Park was conducted in October of 2019 seeking vendors who has experience designing, deploying, and maintaining WiFi services to similar sports and entertainment venues. With 21 vendors expressing interest, Comcast Business Communications, LLC was the only bidder who submitted a proposal.

Comcast is one of the nation's leading providers of communications, entertainment, and cable products and services headquartered in Philadelphia, PA. Comcast currently provide WiFi services to State Farm Arena (Atlanta Hawks), OELC Arena (Detroit Pistons), Well Fargo Center (Philadelphia Flyers & Sixers), Golden Arena (Sacramento Kings), Sun Trust Park (Atlanta Braves), and Wrigley Field (Chicago Cubs)

 

V. General Conditions

 

1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.

 

2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.

 

3) Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).  The agreement shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
