I. Recommendation
It is recommended that an order be entered authorizing the General Superintendent and CEO or his designee to enter into agreement with AT&T Corporation to provide telecommunications services to the Chicago Park District. The terms, conditions, and rates negotiated by the State of Illinois Master Contract #CMC131864A with AT&T Corporation for Statewide Telecom Network Voice & Data Services will be extended to the Chicago Park District.

IV. Procurement Information
Pursuant to the Chicago Park District Code, Chapter 11, Section D.1.b.(2)(a), competitive bidding is exempt “for the purchase of electricity, water, gas, telecommunications service, or other public utility;”
Pursuant to the Chicago Park District Code, Chapter 11, Section D.7.(a)(i), “when it is in the best interest of the Park District, the Director of Purchasing may use Cooperative Purchasing to join in another governmental entity’s contract.”
V. Explanation
The Department of Information Technology network is currently connected to 250 site locations citywide. The network provides connectivity to the internet, email, shared files, hosted registration server for ActiveNet, and other enterprise applications of the Chicago Park District.
There are 42 remote sites from all regions connected to the Chicago Park District Administration Building via AT&T Switched Ethernet Service (ASE).
AT&T Switched Ethernet Service uses fiber optic or copper technology to connect each of the remote office to AT&T’s highly secure and protected core Ethernet network. ASE network is managed closely to help ensure peak performance for CPD’s most vital and delay-sensitive applications. Speed, performance and security are backed up by service level agreements designed to provide the stability and continuity of CPD business demands.
AT&T Switched Ethernet Service has been in place at the Chicago Park District since 2016. These newer ASE circuits replaced aging, slower speed DS1/DS3 circuits. This contract is to renew the services currently in place to ensure continued connectivity and add connectivity at four new locations in 2020. By participating through the State of Illinois contract, the Park District will see a 20% reduction in cost for the ASE services.

It is the first-largest telecommunication Company in the world by Comcast services U.S. residential and commercial customers in 40 states and in the District of Columbia. Products include Cable Television, Ethernet, Internet, WiFi, Voice, and Managed Enterprise Solutions.
V. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i). The agreement shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
4) Economic Disclosure Statement (“EDS”): Contractor has not yet submitted an EDS form to the Chicago Park District.
