I. Recommendation

 

It is recommended that the General Superintendent and CEO or his designee enter into a contract with Moore Landscapes, LLC for floral garden design, installation and maintenance services.  The contractor was selected pursuant to a publicly advertised Request for Proposals (“RFP”).  No work may commence and no payment shall be made to vendor prior to the execution of a written agreement.

Authorization:                     Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was publicly advertised as a Request for Proposals (“RFP”). A total of three (3) proposals were received on the due date and                      all proposals were found by the Department of Purchasing (“Purchasing”) to be compliant and responsive.

 

The Evaluation Committee (“EC”) was comprised of five (5) voting members, all CPD staff.  The EC began their evaluation of the proposals at their first meeting on December 4, 2019, where the non-financial portion of the proposals were distributed.  They met again on December 10th to discuss the non-financial proposals and distributed the financial proposals.  The EC held a third meeting on December 16th to discuss the financial proposals.  At the end of their meeting on December 16th they decided to send a request for Best and Final Offers to all proposers.  Purchasing received the Best and Final Offers on December 19th.  The EC concluded their evaluation by unanimously scoring Moore Landscape, LLC the highest.

 

V.  Explanation

The Chicago Park District owns and operates 48 floral gardens in 18 parks that have been designed, installed, and maintained through contract for at least fifteen years.  Totaling more than five acres in area, many of these gardens are located in historically significant parks, and are visited and enjoyed by millions of park patrons every year.

The successful management of these floral gardens requires innovative design, procurement and installation of superior plant material and intensive maintenance, carried out with consistent, knowledgeable attention to detail.  It is the intention of this contract to engage a landscape contractor capable of performing all of the services required while meeting the high standards essential for gardens in parks of such prominence and character.

Moore Landscapes Inc. has previously held the contract for this work and successfully performed all the required services to these high standards.  Their thorough knowledge of the work and sites, superior past performance, and comprehensive, inclusive and detailed proposal for the current work support our recommendation of award.  We are confident that award of this contract to Moore Landscapes Inc. will result in an exceptional product at a reasonable and competitive cost.
