I. Recommendation
It is recommended that the General Superintendent and CEO or his designee enter into a contract with SmithGroup, for the purpose of providing design and engineering services for the development of the first phase of a Lakefront Strategic Action Plan. The consultant was selected pursuant to a Request for Services (“RFS”). A total contract award not to exceed $399,850. No work may commence and no payment shall be made to vendor prior to the execution of a written agreement.

Scope of Services: Pursuant to the requirements for procurement of design-build services outlined in 70 ILCS 1505 Chicago Park District Act Sections 26.10-4 - 26.10.11, the Park District is engaging a Consultant to develop the first phase of a Lakefront Strategic Action Plan to identify strategies that will address existing issues of erosion and flooding and protect against these issues in the future.

V. Explanation
The CPD maintains and manages 26 miles of shoreline, 18 miles of recreational trail, and 29 beaches along Chicago’s public lakefront. Recent high lake levels and severe storm events have caused significant damage at several locations along the lakefront. In response, CPD has performed urgent maintenance and repair at some locations, but has done so without the benefit of an overall strategy for investment in shoreline protection. Now, CPD seeks a long-term, implementation-focused plan to help guide investment in lakefront infrastructure. The plan will assist CPD to protect the invaluable and complex Lake Michigan shoreline, and facilitate long-term resilience of this asset in the face of changing environmental conditions. CPD wishes to contract with SmithGroup, a consultant with experience in coastal engineering, marine and terrestrial infrastructure, and landscape architecture to assess the condition of existing shoreline and to provide a “strategic action plan” of short-term and long-term initiatives that focus on repairing existing damage, protecting existing assets, and preventing future damage to Chicago’s lakefront. Phase One of this initiative - included in this contract - will include a comprehensive existing conditions inventory analysis, identify a strategy for prioritizing improvements, and identify key ways to partner with other local, state, and federal agencies on future project. Future phases of the project will include detailed improvement strategies for specific sites along the lakefront, based on the information gathered as part of this critical first step. Preliminary data collection, drone videography, was authorized and completed under P-16015-073.
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become
liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i). All agreements authorized herein shall contain a clause that
any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
