I. Recommendation
This is to certify that Elanar Construction on October 29, 2015 completed in a satisfactory manner and in full compliance with the terms and conditions of the contract, all work in connection with Lindblom Park Artificial Turf and Running Track Development. The inspector approving final payment is Steffan Schoenauer.
It is therefore recommended that an order be approved for Final Payment in favor of Eleanor Construction in the amount of $374,528.15.

IV. Explanation
The Scope of Services for this project included development of a new 210’ x 360’ artificial turf combination soccer and football field with ¼ mile eight lane rubber running track with a long jump area. Work included demolition of existing two (2) baseball fields, expanding two (2) existing baseball fields, re-use of clean baseball infield mix to expanded fields, excavation for storm water drainage, backfill, installation of concrete curbing, sidewalk flatwork, sports equipment, asphalt underlayment for running track, rubber track surfacing, underground utilities, sports lighting, scoreboard and landscape improvements.
V. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i). The agreement shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
4) Economic Disclosure Statement (“EDS”): Contractor may be subject to a full and complete EDS prior to execution of the contract.
