This is to certify that Friedler Constriction Company on October 30, 2015 completed in a satisfactory manner and in full compliance with the terms and conditions of the contract, all work in connection with Kelly Park Artificial Turf Development. The inspector approving final payment is Steffan Schoenauer
It is therefore recommended that an order be approved for Final Payment in favor of Friedler Constriction in the amount of $203,206.10.

IV. Explanation
This project included the development of a new artificial turf combination soccer and football field to allow for greater access and use throughout the year. Construction included the removal of two existing baseball fields to provide the space needed for the multi-use artificial turf field. The existing infield mix from these fields was re-used at this park and other local CPD ball fields. The turf field is striped for a 380’ x 180’ soccer field and a regulation size football field with night time sports lighting.
An existing natural grass baseball field was also re-developed into an artificial turf baseball field. Infield mix and outfield natural grass were both replaced with an artificial turf system. New backstops, fencing and players benches were also installed. The baseball field has multiple base locations to accommodate 45’, 60’ and 70’ bases.
A new playground was built north of the combination turf field. It contains challenging equipment for ages 2 to 12 including overhead rings, swings, slides, climbing elements and free-standing spinner.
Additional park improvements included new asphalt paths within the park and landscape improvements throughout.
V. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i). The agreement shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
4) Economic Disclosure Statement (“EDS”): Contractor may be subject to a full and complete EDS prior to execution of the contract.
