I. Recommendation

 

Pursuant to Chapter XI, Section D, 7 of the Code of the Chicago Park District and the recommendation of the Director of Information Technology, the Director of Purchasing recommends that an order be entered authorizing the General Superintendent and CEO or his designee to continue participation in the City of Chicago contract with Unisys Corporation (“Unisys”) for Outsourced Managed Information Technology Services.

IV.                     Procurement Process

 

In October 2008, the Board of Commissioners approved the Chicago Park District’s (“CPD”) participation in the City of Chicago’s (“City”) contract with Unisys for Outsourced Managed Information Technology Services through November 30, 2015.  This collaboration follows the strategic direction for inter-agency technology sharing encouraged by the City.  Lastly, the City selected Unisys through a publicly advertised competitive proposal process. 

 

The City intended to advertise a RFP for a new contract that would succeed the one that expires on November 30, 2015, and the CPD participated in this RFP so that it would have a contractor through this process.  The City advertised this RFP in the fourth quarter of 2012, and when the long and thorough evaluation was nearing its conclusion the City cancelled the RFP in fourth quarter of 2014, because they determined that the proposals were cost prohibitive.  Going forward, the City is most likely going split the scope of services into individual parts and advertise a number of RFPs, each representing one part, rather than one RFP that bundles all the services together, as they did in 2012.  It is not clear at this time when the City will proceed with advertisements and in the interim they are going to enter into a contract with Unisys for a one (1) year initial term with two (2) one (1) year extension options.

 

When the City cancelled its RFP in the fourth quarter 2014, the CPD’s Department of Information Technology (“IT”) decided the CPD should move ahead with its own RFP for outsourced managed information technology services.  The RFP that the City cancelled intended to have sister agency participation, but it spoke in broader terms to agency needs.  Consequently, IT worked with the Department of Purchasing (“Purchasing”) to draft a more detailed RFP that spoke specifically to the CPD’s needs, and Purchasing advertised the CPD’s RFP on June 3, 2015, and proposals are due on January 26, 2016.  The advertisement period is long, because (i) the RFP is very lengthy and proposers need time to read it and prepare their proposals, (ii) close to 400 questions were submitted and it took time to answer them and then proposers need time to consider the answers as they prepare their proposals, and (iii) Purchasing is planning a site visit of the IT infrastructure at the Administration Building and in the regions for proposers.

 

On November 9, 2015 the Department of Purchasing submitted the joint purchasing request to the Chief Procurement Officer of the City and received her approval to proceed on November 10, 2015 (see attached letter). 

 

V. Explanation

 

The Chicago Park District requires the services of a firm to provide Outsourced Managed Information Technology Services.  Generally, these services include: 

 

                     Providing remote help desk call-center services;

                     Asset management configuration, repair, and deployment services;

                     Program and project management services;

                     Remote and on-site network management services;

                     Application and database software support services;

                     Engineering services associated with network deployment;

                     PC relocation services; and

                     Hardware purchases.

 

Most of these services are provided on a daily basis and require on-site the presence of personnel on a full-time basis.

 

Unisys Corporation has been the Park District’s long-time contractor for outsourced managed information technology services.  They have been providing knowledgeable personnel and expertise daily to assist IT manage many disparate hardware and software matters district wide.  Additionally, they have been providing IT consulting and training services to the Park District. 

 

The Park District currently has a RFP for Outsourced Managed Information Technology Services advertised and it is expected that a contractor will be ready to begin providing these services to the Park District most likely in the summer of 2016.  In the interim, uninterrupted service is essential until a new contract is in place.  Therefore, it is in the best interest of the Chicago Park District to continue participation in the City of Chicago’s contract with Unisys Corporation. 

 

V. General Conditions

 

1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.

 

2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.

 

3)  Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become

liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i).  All agreements authorized herein shall contain a clause that

any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
