I. Recommendation

 

It is recommended that the General Superintendent and CEO or his designee enter into a contract with Kuklinski and Rappe Architects P.C. for the purpose of providing architectural design services at Revere (Paul) Park. The Consultant was selected pursuant to a Request for Services (“RFS”).  The total contract award shall not exceed $606,800.  No work may commence and no payment shall be made to vendor prior to the execution of a written agreement.

The Request for Services (RFS) was issued to Kuklinski and Rappe Architects P.C. via the Pre-Qualified Design and Professional Services Pool for Architecture. The Board approval process requires that whenever a project award exceeds $400,000.00 the Board must first approve the award before the notice-to-proceed can be issued.

V.  Explanation

Revere (Paul) Park is a 9.49-acre park located in the North Center Community Area. The Chicago Park District seeks the services of an architectural design team to prepare design and bid documents for the repairs and rehabilitation of the exterior and interior of the Revere Park Fieldhouse and Club House buildings. The general scope of services for the project includes, but may not be limited to, architectural and landscape design (hardscape elements), renderings, cost estimates, topographic/utility survey, engineering (including but not limited to sewer, water, HVAC, electric, and civil), contract documents (including technical specifications and details as necessary), construction administration, and construction observation services.

VI. General Conditions

 

1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.

2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.

3)  Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i).  All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
