I. Recommendation
Pursuant to the Joint Purchasing Agreement between the Chicago Park District (“CPD”) and the City of Chicago (“City”) and the recommendation from the Director of Facility Management, the Director of Purchasing recommends that the General Superintendent and CEO or his designee approve this request for the purchase of new Self Loading Wheel Lift Tow Trucks and Car Carriers to be utilized district wide from City Contract #33814, (SPEC# 123199) with Lynch Chicago, Inc., in the amount not to exceed $108,000.

IV. Procurement Information
The City publicly advertised the Request for Quotation (RFQ) (viz. IFB) for the purchase of new Self Loading Wheel Lift Tow Trucks and Car Carriers for RFQ #4619, (SPEC# 123199). Bids were submitted to the City on the due date of June 29, 2015. The RFQ, at the time of advertisement, in Section 3.1.4.12, “Participation by Other Local Government Agencies”, named the CPD as a local government agency that is eligible to participate in the agreement during the contract term and extensions. Accordingly, this solicitation complies with the terms of the Joint Purchasing Agreement.
The Department of Purchasing submitted this joint purchasing request to the Chief Procurement Officer of the City and received his approval to proceed (see attached letters).
V. Explanation
The Department of Facility Management has over 200 vehicles and pieces of maintenance equipment that are utilized by our tradesman and staff district wide. In order to maintain facility operations with vehicles and machinery equipment in a timely manner, it is necessary to procure a 2019 Ford F750 Century 16 Series LCG Carrier Truck for district wide use.
Therefore, the Chicago Park District would like to take advantage of the City’s larger buying power and economies of scale by entering into this agreement as a joint purchaser with the City.
VI. General Conditions
1) Conflicts: No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of all agreements authorized herein.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i). All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
4) Economic Disclosure Statement (“EDS”): Contractor has submitted a full and complete EDS prior to execution of the contract.
