AMENDMENTS TO CHAPTERS I, VI AND VII OF
THE CODE OF THE CHICAGO PARK DISTRICT

To the Honorable Board of Commissioners of the Chicago Park District:
I. Recommendation
It is recommended that the Board of Commissioners grant authority to amend Chapters I, VI and VII of the Code of the Chicago Park District to update governing policies of the Chicago Park District.
II. Explanation
Chapter 70 ILCS 1505/7.02, enables the Board of Commissioners to "establish by ordinance all needful rules and regulations for the government and protection of parks..." Therefore, it is recommended that the following chapters of the Chicago Park District Code be amended to reflect the following additions or modifications of language and/or sections:
Chapter I, Section B.2. (Amendments). The District wishes to initiate a review measure for proposed amendments to the Code so that the public may be notified and be given sufficient time to comment on proposed Chicago Park District Code changes prior to implementation. The proposed language to Section B.2. will determine the amount of time for notification prior to final determinations and/or approvals of any amendments or changes to the Code.
Chapter VI of Chicago Park District Code. The District wishes add additional language to Section A.2., Subsection K and the add Subsection M. Section A.2. references the duties and responsibilities of the General Counsel. The District wishes to update language in Subsection K and to add subsection M to reflect the current duties and responsibilities relevant to the Office of General Counsel.
Chapter VII, Section of the Chicago Park District Code. The District wishes to update procedures associated with parking meter payment methods and enforcement of parking violations, including handling of fines and related hearing or appeal procedures.
