I. Recommendation
Pursuant to Chapter XI, Section E, 4 of the Code of the Chicago Park District, it is recommended that a change order be approved affecting the contract for the subject work. The change order authorizes an additional $648,500.00 for services required for additional design and engineering work associated with the expanded scope of work and construction budget for the Gately Indoor Track and Field Facility.

This change order includes work by MBE firms Rubinos & Mesia Engineers, Inc. for $60,000.00; Virtual Energy Solutions for $40,000.00; and Sumac for $3,000.00. The change order also includes WBE firms Terra Engineering for $15,000.00 and Upland Design for $9,000.00. The consultant is committed to meeting the required goals.
Change Order #01: Services required for additional design and engineering work associated with the expanded scope and construction budget due to the partnership with After School Matters. The Chicago Park District’s partnership with After School Matters adds approximately 22,000 square feet across two-stories to the proposed facility. The building program includes space for a dance program, full culinary kitchen and multi-purpose labs for art, science and technology. The new Gately facility will be both a world class sports complex and a year-round community center for wellness, culture and after-school programming.
Williams Architects is the Architect of Record for the project and will continue to work collaboratively with After School Matters’ design architect to merge the vision with the Chicago Park District’s design; prepare permit, construction, and bidding documents; and perform construction administration and observation services.
These changes are germane to the original design agreement as signed and are in the best interest of the Chicago Park District. The consultant’s proposal has been reviewed by the Project Manager and found to be reasonable.

IV. Explanation
The Chicago Park District (“Park District”) is developing Chicago’s first dedicated indoor track and field facility to support athletic programs and host competitive events. The Park District proposes to construct a new state of the art indoor track and field facility that attracts the highest caliber of track and field competitions to Chicago.
The new 139,750 square-foot track and field facility will be designed to host championship level meets and will include: a 200 meter banked track with six lanes; a full range of track and field capability including long jump, high jump, a dedicated throwing cage, separate sprint lanes and a warm-up area. The facility will have a seating capacity of 3,500 with the opportunity for expansion during large competitions. The facility will be built to accommodate additional indoor sports such as volleyball and basketball. The facility will utilize the latest technology for energy-efficient and sustainable design to achieve LEED Certification.
This year-round high quality training and competition center will be a world class venue that will assist in revitalizing track and field in the Chicago area. The facility will have the ability to host national competitive events while also providing sports and recreation opportunities for youth and adults in Chicago.
