It is recommended that an order be entered authorizing the General Superintendent or his designee to enter into a contract with Atlas & Associates, Inc. and JL Corp. d/b/a Harry’s Lumber Corp. for the supply and delivery of Lumber, Building Materials and Roofing Supplies-District Wide. These contractors were selected pursuant to a publicly advertised Invitation for Bids. No work may commence and no payment shall be made prior to the execution of a written agreement.

Bid Evaluation Detail: Lowest responsible and responsive bidder
This contract was publicly advertised as an Invitation for Bids (“IFB”), and there were three (3) sections, with a total of 20 categories for bid, and bidders could bid on one, some, or all categories. Three (3) bids were received on the due date and time, and were publicly opened and read aloud. The Department of Purchasing (“Purchasing”) reviewed all bid packages received and found the bidders were responsive. Upon review of the bid pages submitted by the bidders, Purchasing found that one (1) category (Section 2, Category G) did not receive any bid. Additionally, Purchasing found every category in Section 3 received only one (1) bid. Chapter XI of the Code of the Chicago Park District permits single bid awards where the price submitted was fair and reasonable and where other bidders had reasonable opportunity to respond. The Department of Facility Management reviewed the bids of the apparent lowest responsive bidders for each section and category, and found the prices they submitted to be fair and reasonable. V. Explanation
The Department of Facility Management is responsible for repairing and, maintaining Chicago Park District facilities, district wide and requires the services of companies that supply lumber, building materials and roofing supplies to perform this responsibility on an as needed basis year round. Having to maintain several hundred facilities district wide, which have heavy use and require constant upkeep and maintenance, having these contracts in place will allow The Department of Facility Management to expeditiously meet its operational needs at a fair and reasonable price. The awardees have submitted the lowest responsive and responsible bids for the applicable contract categories. Therefore, it is in the best interest of the Chicago Park District to award Atlas and Associates, Inc. and JL Corp. d/b/a/ Harry’s Lumber Corp. the contracts for the applicable categories for the supply and delivery of Lumber, Building Materials and Roofing Supplies- district wide.
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).
4) Economic Disclosure Statement (“EDS”). Contractor has submitted full and complete EDS.
