It is recommended that an order be entered authorizing the General Superintendent or his designee to enter into a contract with Anchor Mechanical, Inc. for Power Rodding and Sewer Cleaning Services District Wide.  This contractor was selected pursuant to a publicly advertised Invitation for Bids.  No work may commence and no payment shall be made prior to the execution of a written agreement.

Contract Period:                       One year (1) year initial term with four (4) additional one (1) year extension options.  If the extension options are exercised, funding shall be based upon annual appropriations.

 

Contract Amount:                       $220,560.00 for the initial contract term.  Expenditures for services under each extension term will be authorized by annual appropriation and subject to each year’s budget.

 

Scope of Services:                       Power rodding and sewer cleaning services district wide on an as needed basis.

Authorization:                     Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was publicly advertised as an Invitation for Bids.  Eight (8) bids were received on the due date and time, and were publicly opened and read aloud. Two (2) bids were found by the Department of Purchasing (“Purchasing”) to be non-responsive, and they were removed from consideration.  Purchasing determined that the six (6) remaining bids were all compliant and responsive.  The Department of Facility Management reviewed the bid of the apparent lowest responsive bidder, and it has been determined that Anchor Mechanical, Inc. is the lowest responsible and responsive bidder.

 

V. Explanation

 

The Department of Facility Management (“Facility Management”) maintains several hundred facilities and several thousand feet of underground waste and storm lines, district wide, which are subject to heavy use annually and require constant cleaning and rodding.  Having this contract in place will allow Facility Management to expeditiously obtain both routine and

 

 

emergency power rodding and sewer cleaning services and the proper disposal of all collected materials on an as needed basis. 

 

Anchor Mechanical is a full service mechanical contractor that has been in business for almost 20 years, and their clients include the Village of Elmhurst, the Chicago Board of Trade, and the James R. Thompson Center.  Additionally, they have experienced personnel and the trucks and equipment necessary to provide the required services. 

 

Therefore, it is in the best interest of the Chicago Park District to award Anchor Mechanical, Inc. the contract for Power Rodding and Sewer Cleaning Services District Wide.

 

VI. General Conditions

 

1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.

 

2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.

 

3) Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).

 

4) Economic Disclosure Statement and Affidavit (“EDS”). Contractor has submitted a full and complete EDS.
