PALOS SPORTS, INC. AND S&S WORLDWIDE, INC.

FOR THE SUPPLY AND DELIVERY OF SPORTING GOODS

It is recommended that an order be entered authorizing the General Superintendent or his designee to enter into contracts with Palos Sports, Inc. and S&S Worldwide, Inc. for the supply or delivery of sporting goods.  These contractors were selected pursuant to a publicly advertised Invitation for Bids.  No work may commence and no payment shall be made to the contractors prior to the execution of a written agreement.

Contract Period:                       One (1) year initial term with three (3) additional one (1) year extension options.  If the extension options are exercised, funding shall be based upon annual appropriations.

 

Contract Amount:                       Not-to-exceed $777,022.22 for the initial contract term.  Expenditures for services under each extension term will be authorized by annual appropriation and subject to each year’s budget.

 

Scope of Services:                       The supply and delivery of sporting goods to the Chicago Park District.

 

 

Affirmative Action                      

Goals:                       The Minority and Women Owned Business Enterprise participation for this contract include: 25% minority owned and 5% women owned.

 

Authorization:                     Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was advertised as an Invitation for Bids (“IFB”).  Five (5) bids were received, opened publicly, and read aloud on the bid due date.  Two (2) bids were found by the Department of Purchasing (“Purchasing”) to be non-responsive with the requirements specified in the IFB and removed from consideration.  Accordingly, three (3) bids were found by Purchasing to be both responsive and compliant. 

 

There were 19 categories for bid, and bidders could bid on one, some, or all categories.  Seven (7) categories received more than one bid, and 11 received one bid.  One (1) category was cancelled because no bids were received.  Of the 18 categories that remained, seven (7) received more than one bid and 11 received one bid.  Accordingly, based on the results of the bid review, it has been determined that the lowest responsive and responsible bidders for the categories are:

V. Explanation

 

Annually, the Chicago Park District requires sporting goods for the sports and recreation programming including Junior Bears.  Both Palos Sports and S&S Worldwide have previous experience supplying and delivering sporting goods to the Park District and have the capacity and ability to meet the Park District’s needs.  Therefore, it is in the best interest of the Chicago Park District to award Palos Sports, Inc. and S&S Worldwide the contracts for the Supply and Delivery of Sporting Goods.

 

VI. General Conditions

 

1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.

 

2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.

 

3) Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).  The agreement shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.

 

4) Economic Disclosure Statement and Affidavit (“EDS”): Contractor may be subject to a full and complete EDS prior to execution of the contract.
