I. Recommendation
It is recommended that the General Superintendent and CEO or his designee enter into a contract with architecture firm of Valerio Dewalt Train Associates, for design and engineering services for a new Environmental Center at Big Marsh- Park 564 (1958 East, 116th Street). The contractor was selected pursuant to a Request for Services (“RFS”). A not-to exceed basic services fee of $454,500.00, plus a reimbursable expense allowance of $27,500 comprise a total contract award not to exceed $482,000.00. No work may commence and no payment shall be made to vendor prior to the execution of a written agreement.

Scope of Services: The scope of services includes architectural design and engineering associated with the development of the new Environmental Center at Park 564. The Consultant will produce schematic images, construction drawings, and a complete bid package including all relevant technical specifications, cost forms and any other relevant materials along with updated project cost estimates. Consultant will coordinate with other City departments and agencies as required to secure all necessary permits for this development. Consultant is also responsible for all documentation, modeling, calculations and other services associated with LEED certification from the Green Building Council (USGBC).
Site investigation work will include a topographic/utility survey, soil sampling for geo-technical testing and environmental classification.
The Consultant will also provide construction administration and observation services for the project during the construction of the facility and problem resolution for six months following final completion.

The Request for Services (RFS) was issued to Valerio Dewalt Train Assocites via the Pre-Qualified Design and Professional Services Pool for Architecture. This award recommendation is being presented to the Board of Commissioners for approval because the value of this project exceeds the project cap of $200,000.00.
V. Explanation
The Chicago Park District is developing Chicago’s first dedicated Environmental Center facility in Park 564 to support educational programs and host community events. Within the 278 acre park, 40 acres on the southern and eastern section of the park will be developed into a bike park. Bike park site is where prior industrial slag dumping occurred, making habitat restoration difficult. The new bike park will activate this section of the park. Construction of the Bike Park will be complete by the end of 2016.
The Park District proposes to construct a new state of the art facility with sustainable building technologies at this site. The center will be designed to be visible, accessible, modular, flexible and efficient. The facility will not only attract the local South Deering Community, but will serve as a teaching space for local school groups in Chicago.
The new 6,000 - 7,000 square-foot facility will be designed to accommodate large multi- purpose classrooms/community rooms, lobby/ reception/display, tech room/ Co-op space, public rest rooms, kitchenette, large maintenance garage, concessions and related site and building services. The facility will utilize the latest technology for energy-efficient and sustainable design to achieve LEED Certification. This facility will serve the bike patrons for training, maintenance and use of public washrooms.
The facility will have the ability to host nature and environmental events while also providing recreation opportunities for youth and adults in Chicago.
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become
liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i). All agreements authorized herein shall contain a clause that
