I. Recommendation
It is recommended that the General Superintendent and CEO or his designee enter into a contract with Moore Landscapes, Inc. for the maintenance of the 606 multiuse trail system. The contractor was selected pursuant to a publicly advertised Request for Proposals. No work may commence and no payment shall be made to the contractor prior to the execution of a written agreement.

Contract Amount: Maintenance services includes work that will be performed on regular ongoing basis and work that is variable which will be performed on an as needed basis, and the amount expended for all of this work will not exceed $2,000,000.00 for the initial two (2) year term or $1,000,000.00 annually. If extension options are exercised, funding shall be based upon available annual appropriations.
Scope of Services: To keep the 606 in a clean, well-groomed, aesthetically pleasing and well maintained state with healthy, vigorous, thriving plantings at all times. The work comprises two categories: landscape maintenance services and general maintenance services.
The category of landscape maintenance services includes seasonal and ongoing maintenance of landscape elements, including planting beds and plant material, trees, shrubs, groundcover, vines, perennials, ornamental grasses, native herbaceous plantings and turf, and sod. Landscape maintenance services also includes weeding, watering, mulching, pruning, pest and disease management, staking and tying, landscape repair and protection, planting services, and soil testing and remediation as needed.
The general maintenance services category includes maintenance and repair of non-landscape elements, including the irrigation system, lighting fixtures, concrete bike trail, ramps and gathering spaces, soft-surface running track, aggregate-surface walking paths, benches, boulders, signage, fencing, trash receptacles and other site furniture. General maintenance services also include trash and litter removal, snow and ice removal, and graffiti removal.

Authorization: Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was publicly advertised as a Request for Proposals (“RFP”). During the advertisement period the Department of Purchasing (“Purchasing”) received a request to extend the proposal due date. This request was granted and on August 26, 2016 the proposal due date was extended 15 calendar days from August 30, 2016 to September 13, 2016. Four proposals were received on the due date and all proposals were found by the Department of Purchasing (“Purchasing”) to be compliant and responsive.
The Evaluation Committee (“EC”) was comprised of five (5) voting members, all CPD staff, and they began their evaluation of the proposals at their first meeting on September 16, 2016. They met again on September 23rd and 30th to discuss the proposals and they also decided to invite the four proposers to oral presentations on October 4th. The EC continued their discussion of the proposals on October 5th and at the end of this meeting they decided to send a request for Best and Final Offers to all proposers. Purchasing received the Best and Final Offers on October 11th, and the EC met on October 12th to continue their evaluation and review of the Best and Final Offers. The EC concluded their evaluation by unanimously scoring Moore Landscapes, Inc. the highest.
V. Explanation
The 606 is a transformative project that turned an old railroad embankment into a recreational trail and park. It connects some of Chicago’s most densely populated neighborhoods including Bucktown, Wicker Park, Logan Square and Humboldt Park. The 606 is comprised of the Bloomingdale Trail and several ground-level parks---Churchill Field Park, Walsh Park, Park No. 567 (Milwaukee/Leavitt), and Julia de Burgos Park. Above the street, the trail accommodates walkers, runners, and bikers, and also includes various art installations, educational programming and other amenities. In addition to serving more than 100,000 people who live within walking distance, the 606 has captured the excitement of the entire city.
One of the most distinctive aspects of the 606 is the landscape design, with over 1400 trees and more than 200 plants species along a 2.7 mile stretch. The landscape was designed as a living work or art to visualize Chicago’s famous lake effect with temperature sensitive native flowering trees that bloom in succession from east to west. This landscape is installed in confined planting beds along the elevated trail, and requires close monitoring and highly specialized maintenance.
The Chicago Park District requires the services of a firm to keep the 606 in a clean, well groomed, well maintained, safe condition at all times. The work to be performed comprises two wide-ranging areas: landscape maintenance services and general maintenance services. Specifically, this work will include, but not be limited to: maintaining all landscape and non-landscape elements, trash and litter removal and snow and ice removal.
Moore Landscapes has many years’ experience and their public and private sector clients include the Chicago Park District, City of Chicago, Navy Pier, Adler Planetarium, UIC, Kraft Corporation, park districts, and condo buildings in the area. They also have the capacity and the personnel necessary to meet the Chicago Park District’s needs at the 606.
Therefore, it is in the best interest of the Chicago Park District to recommend Moore Landscapes, Inc. for award of the 606 Multiuse Trail System Maintenance Services contract.
