I. Recommendation
It is recommended that an order be entered authorizing the General Superintendent or his designee to enter into a contract with Parkway Elevators and Mid-American Elevator for the maintenance and repair of elevators, ADA lifts, chair lifts, and portable pool lifts. These contractors were selected pursuant to a publicly advertised Invitation for Bid. No work may commence and no payment shall be made prior to the execution of a written agreement.

Contract Period: Two (2) year initial term with two (2), one (1) year extension options for each contract. If extension options are exercised, funding shall be based upon annual appropriations.
Scope of Services: Maintenance and repair of portable pool lifts.
Affirmative Action The Minority and Women Owned Business Enterprise participation for each contract includes: 25% Minority Owned and 5% Women Owned.
Authorization: Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was publicly advertised as an Invitation for Bids (“IFB”) on May 18, 2016. There were two (2) categories for bid, and bidders could bid on one or both categories. Five (5) bids were received, opened publicly and read aloud on the bid due date of June 21, 2016. Each category received at least three bids, and all bids were found to be responsive and compliant by the Department of Purchasing. The Department of Facility Management (“DFM”) then reviewed the bids for each category and found the prices to be fair and reasonable and the bidders responsible. Accordingly, the lowest responsive and responsible bidder for each category is as follows:

V. Explanation
The Department of Facilities Management is responsible for maintenance and repair of over 70 elevators, ADA lifts, chair lifts, and over 70 portable pool lifts within Chicago Park District facilities. Having this contract in place will allow Facilities to expeditiously meet its operational needs at a fair and reasonable price.
Parkway Elevators, Inc. and Mid-American Elevator each has the experience, capacity, and ability to maintain and repair the ADA lifts, chair lifts, elevators, and portable pool lifts for the Chicago Park District. Parkway has experience servicing similar elevators and lifts with O’Hare and Midway airports, City Colleges, State of Illinois, and the Chicago Park District. Mid-American also has many years’ experience including with the Chicago Park District, CTA, State of Illinois, GSA, Lyric Opera, and Fermilab.
Therefore, it is in the best interest of the Chicago Park District to award Parkway Elevator, Inc. and Mid-American Elevator contracts for the repair and maintenance of elevators, ADA lifts, chair lists, and portable pool lifts.
VI. General Conditions
1) Conflicts: No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of all agreements authorized herein.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i). All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
4) Economic Disclosure Statement (“EDS”): Contractor has submitted a full and complete EDS prior to execution of the contract.
