I. Recommendation

 

It is recommended that an order be entered authorizing the General Superintendent or his designee to enter into a contract with Jewel’s Bus Company for Central Region Summer Day Camp Bus Transportation Services.  This contractor was selected pursuant to a publicly advertised Invitation for Bids.  No work may commence and no payment shall be made prior to the execution of a written agreement.

Scope of Services:                      To transports kids and staff in the Central Region Summer Day Camp program on field trips.   

 

Affirmative Action                     The Minority and Women Owned Business Enterprise participation for this contract includes:  Minority Owned and Women Owned.

 

 

 

Authorization:                      Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was publicly advertised as an Invitation for Bids (“IFB”), and eight (8) were received, opened, and read aloud on the bid due date and time.  The Department of Purchasing (“Purchasing”) reviewed all bids received and found them to be responsive and compliant.  The apparent lowest bidder for the Central Region is also the awardee for the North Region.  This bidder informed the CPD that they did not have the capacity to provide services for two regions and therefore withdrew their bid for the Central Region.  Accordingly Purchasing reviewed the bid package from the second lowest bidder with CPD Summer Day Camp staff.  This bidder is also the lowest for the South Region and they provided Purchasing with assurances that had the capacity to efficiently provide the services for both the South and Central Regions.  Therefore, Jewel’s Bus Company is the lowest responsive and responsible bidder for Central Region Summer Day Camp Bus Transportation Services. 

 

V. Explanation

 

The Chicago Park District (“CPD”) operates a six week summer day camp program district wide and it includes a variety of camps including traditional summer day camp, nature camp, and play camp in every region.  Further, the camps are intended to accommodate different interests and age groups and depending on the size of the park, some will host one camp while others will host more than one.  District wide almost 30,000 kids participate in the Summer Day Camp Program, and in the Central Region, over 8,200 kids participate in 196 camps at 63 parks.

 

An important offering of the Summer Day Camp Program is the field trips, and generally each camp will have a field trip once per week during the six week summer day camp period.  These field trips are an opportunity to introduce cultural, educational, and different recreational experiences into the summer day camp program, and destinations include:  the museums on Museum Campus, Lincoln Park Zoo, the lakefront, pools and spray pools throughout the CPD including other regions, Garfield Park and Lincoln Park Conservatories, Nature Gardens and Areas, Cubs and White Sox baseball games, and other locations. 

 

Jewel’s Bus Company has the experience, capacity and ability to provide bus transportation services for the Central Region’s summer day camp field trips.  They have many years of experience providing these services and will be able to efficiently and promptly transport the Central Region day campers to their field trip destinations.

 

Therefore, it is in the best of the Chicago Park District to award Jewel’s Bus Company the contract for Central Region Summer Day Camp Bus Transportation Services. 

 

VI. General Conditions

 

1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.

 

2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.

 

3) Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).

 

4) Economic Disclosure Statement (“EDS”). Contractor has submitted full and complete EDS.
