I. Recommendation

 

It is recommended that the General Superintendent and CEO or his designee enter into a contract with All-Bry Construction Company for the construction of green infrastructure and landscaping at Wilson Avenue Parking Lot in Lincoln Park. The contractor was selected pursuant to a Request for Proposals (“RFP”).  No work may commence and no payment shall be made to vendor prior to the execution of a written agreement.

Scope of Services:                     The work includes, but is not limited to: Removal of existing asphalt, concrete curbing and drainage structures, including the recycling of all removed materials; earthwork, new drainage lines and catchbasins, multiple natural bioswales and large underground aggregate storage; new concrete curbing , ADA ramps, asphalt paving, striping, utility upgrades, additional parking and descriptive signage for bioswale areas, curb stops, removing and reinstalling CPD paystations; new landscaping to include native trees, shrubs, plantings and maintenance.

V.  Explanation

 

The CPD secured a grant from the Environmental Protection Agency (EPA) and additional funding from the Department of Water Management (DWM) to improve the parking lot, green the infrastructure and landscaping at Wilson Avenue Parking Lot in Lincoln Park.  This green project will allow the parking lot infrastructure to be disconnected from the City’s sewer system and obtain 100% onsite stormwater detention,

through multiple natural bioswales and underground aggregate storage area. Additional deciduous trees, shrubs, perennials and native plantings will be installed to naturally reduce urban heat, filter pollution and enhance the overall appearance of the parking lot.  Wilson Avenue Parking Lot Green Infrastructure project will be considered a model green parking lot by the EPA, DWM and for future CPD parking lot improvements.

 

 

VI. General Conditions

 

1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.

 

2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.

 

3)  Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become

liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i).  All agreements authorized herein shall contain a clause that

 

any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
