I. Recommendation
 
It is recommended that the General Superintendent and CEO or his designee enter into a contract with Hitchcock Design Group, for the purpose of providing design and engineering services for the Garfield Park Conservatory Elizabeth Morse Genius Children's Garden.  The contractor was selected pursuant to a design and engineering pre-qualified pool Request for Services. No work may commence and no payment shall be made to vendor prior to the execution of a notice-to-proceed.

Scope of Services:      The scope of services includes the landscape architectural design and engineering associated with the renovation of the Children's Garden, an indoor tropical exhibit within the Garfield Park Conservatory. The Consultant will produce concept images, construction drawings, and a complete bid package including all relevant technical specifications, schedule of unit prices, cost forms and any other relevant materials along with an updated project cost estimates. Consultant will coordinate with other City departments and agencies as required to secure all necessary permits for this project.
 
Site investigation work will include a topographic/utility survey, and geo-technical engineering.
 
The Consultant will also provide construction administration and observation services for the project during the construction of the exhibit space.

IV. Procurement Information
 
The Request for Services (RFS) was issued to Hitchcock Design Group via the Pre-Qualified Design and Engineering Services Pool - Landscape Architecture category. This award recommendation is being presented to the Board of Commissioners for approval because the value of this project exceeds the project cap of $200,000.00.
 
V.  Explanation
 
The existing Children's Garden exhibit occupies a public display house in the southwest corner of the Conservatory.  This display house was previously known as the Economic House prior to the 2000 construction of the existing Children's Garden. The main floor level area is 4500 square feet with an additional 580 square feet added at the mezzanine to give the display house a total square footage of 5,080 square feet.  
 
The CPD has partnered with the Garfield Park Conservatory Alliance (GPCA) to develop the completed master plan for the project into a design package with the intent of achieving funding commitments from interested donors based upon the more fully developed garden design. The GPCA has completed preliminary design services including schematic design which led to the development of the master plan.
 
The Children's Garden will be an indoor tropical children's exhibit for exploration, inquiry and convening with nature.  The master plan design includes components that provide unique views, exploratory paths, and sensory experiences within the garden.  The design of the play areas is intended to be responsive to several learning through play objectives including: early learning, kinesthetic gross motor and kinesthetic fine motor skills, social and collaborative play, individual play, sensory play, cognitive and problem-solving, intergenerational, and imaginary play.
 
The Children's Garden will connect visitors to the natural world through a variety of experiences. The Garden exhibit will provide Chicago-area youth with important opportunities to learn about plants and their own capabilities in a free and safe environment.  It will offer children places to view, perch and discover in a vibrant and lush naturalistic environment which will include zones for play and construction, solitary and group inquiry and body movement.  Through play, inquiry and changing perspectives, children will gain a better understanding of natural materials and environments, and of themselves.
 
Redevelopment of this indoor tropical garden is a key component of the Conservatory's five-year strategic plan, a central strategy of which is to become a premier destination for children.  The new Garden Lookout is one of three exploration exhibits that will make up a Children's Nature Campus at the Conservatory.  The goal of this campus is to offer a safe, year-round environment in which children can connect with nature.  These exhibits are designed to offer meaningful nature experiences that support the cognitive, emotional and physical development of young children.  The Children's Garden and the entire Nature Campus are expected to expand the Conservatory's audience considerably which a target of doubling attendance by 2018.
 
 
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
 
2) Ethics: The Chicago Park District's Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
 
3)  Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become
liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i).  All agreements authorized herein shall contain a clause that
 
any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
