I. Recommendation
 
This is to certify that FH. Paschen on June 12, 2013 completed in a satisfactory manner and in full compliance with the terms and conditions of the contract, all work in connection with the Ping Tom Boat House.  The inspector approving final payment is Steffan Schoenauer.
 
It is therefore recommended that an order be approved for Final Payment in favor of F.H. Paschen in the amount of $122,711.69.

IV. Explanation
 
The Scope of Services for this project included the development of a new 2,485 sq.ft. boat house facility.  The building consists of a 1 story three season building.  A portion of the facility includes a kayak and canoe enclosed storage area with ornamental fencing. The balance of the facility consists of public restrooms and office. The exterior plaza space includes a metal canopy with lighting and pavers to take you to the river's edge. At the river, a new fully accessible floating dock system has been installed. Additionally, the site area received landscape improvements including trees, native plantings, stone outcroppings and sod.
 
The new boat house creates an environment that is engaging, attractive, safe and accessible for children and families of all abilities. This park builds upon the unique qualities of the site and community and is integrated into the overall park environment.   
 
 
 
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
 
2) Ethics: The Chicago Park District's Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
 
3) Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).  The agreement shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
 
4) Economic Disclosure Statement ("EDS"): Contractor may be subject to a full and complete EDS prior to execution of the contract.
