This is to certify that BURLING BUILDERS on July 15, 2014 completed in a satisfactory manner and in full compliance with the terms and conditions of the contract, all work in connection with Lincoln Park-Wilson Avenue - Artificial Turf Field and Track. The inspector approving final payment is Randy DuRussel.
It is therefore recommended that an order be approved for Final Payment in favor of BURLING BUILDERS, INC. in the amount of $414,898.80

IV. Explanation
Scope of Services for this project included all the requirements for constructing an athletic field, running track and surrounding park amenities such as the removal of utilities, lighting and paving; excavation and grading. Site improvements including soccer, lacrosse and football artificial turf field, rubberized running track, long and triple jump sand pit, concrete paving, concrete curbs, ornamental fencing, associated site furnishings; utility improvements including sewer, under drainage, sports lighting, lawn hydrants and water lines; landscape improvements including new sod and seeded lawn.
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District's Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i). The agreement shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
4) Economic Disclosure Statement ("EDS"): Contractor may be subject to a full and complete EDS prior to execution of the contract.
