I. Recommendation
 
It is recommended that an order be entered authorizing the General Superintendent and CEO or his designee to enter into a contract with Aramark Management Services, LP for Avian Wildlife Management Services.  The contractor was selected pursuant to a publicly advertised Request for Proposals.  No work may commence and no payment shall be made to vendor prior to the execution of a written agreement.

Scope of Services:      To have experienced handlers bring trained border collies to the beaches at 57th Street and 63rd Street seven days a week from sunrise to sunset, weather permitting, in an effort to harass the birds and keep them away from these beaches.  These services may be provided at other locations as requested by the CPD.

This contract was publicly advertised as a Request for Proposals ("RFP").  One (1) proposal, from the incumbent, was received on the due date and time.  This proposal was found by the Department of Purchasing ("Purchasing") to be compliant and responsive,
 
and was then reviewed and evaluated by an Evaluation Committee comprised of CPD
staff.  The EC noted the proposer has performed satisfactorily in the past and determined unanimously that they have the experience, capability, personnel to provide these services.  
 
V.  Explanation
 
The seagull (Larus delawarensis) population in the Chicago region has increased exponentially in recent decades. With this population increase has come higher numbers of gulls on Chicago's beaches, which has been linked to an increase in swim advisories that limit the public's enjoyment of Lake Michigan. Numerous studies have made clear the detrimental impact that gulls have on the health, safety and economic viability of beaches throughout the region.
 
In 2008, the Chicago Park District began full-time canine harassment of gulls 63rd Street Beach in Jackson Park. This beach has a history of high levels of swim advisories linked to the seagull population at the beach.  63rd Street Beach is Chicago's most embayed beach, and the resulting shallow slope and slow moving current traps bacteria deposited by gulls in the swimming area.  
 
Canine harassment, in which trained handlers use dogs to chase the gulls off of the beach, has resulted in a dramatic reduction in the number of swim advisories at 63rd Street Beach.  The chart below shows the rate of advisories each year since 2006.   Years in which canine harassment was implemented are shown in bold.

This contract will include canine harassment at 63rd and 57th Street Beaches and the installation of structural controls to deter gulls at beaches.  This work is funded in part by a grant from the US Environmental Protection Agency, which supports this method of protecting public health at swimming beaches.  
 
 
Aramark Management Services, LP,  has performed this work for CPD since the program began in 2008.  CPD has been pleased with the quality of work provided.  Therefore, it is in the best interest of the Chicago Park District to recommend Aramark Management Services, LP for the award for the Avian Wildlife Management Services Contract.
