AMENDMENT TO CHAPTER I OF THE CODE OF THE CHICAGO PARK DISTRICT

To the Honorable Board of Commissioners of the Chicago Park District:

I. Recommendation

Pursuant to Section 7.02 of the Chicago Park District Act and Chapter I, Section B.2 of the Code of the Chicago Park District (the "Code"), the General Superintendent recommends that the Board of Commissioners (the "Board") approve the amendments to Chapter I of the Code.


II. Explanation

Section 7.02 of the Chicago Park District Act, 70 ILCS 1505/0.1 et seq., states that the Board may "establish by ordinance all needful rules and regulations for the government and protection of parks". Chapter I, Section B.2 of the Code sets forth a forty-five (45) day notice period regarding any amendment to the Code (the "Notice Period"). For the Chapter I amendments, the Notice Period was initiated on September 10, 2025. The Chicago Park District did not receive any comments during the Notice Period, and the Notice Period has concluded. Therefore, the General Superintendent recommends that the Board approve the amendments to Chapter I to codify the Park District's current practice of requiring economic disclosure statements from those parties seeking approval by: (1) the Board; (2) the General Superintendent pursuant to Chapter XI, Section C.2.(a) of the Code; and (3) the Director of Purchasing pursuant to Chapter XI, Section C.1(a) of the Code. Codifying the Park District's current practice will provide a clear road map for those parties seeking to do business with the Park District with respect to the required economic disclosures. Further, since the amendments are drafted to align with the economic disclosure requirements set forth in the City of Chicago's Municipal Code, vendors that wish to do business with both the Park District and the City of Chicago will have a more streamlined application process.
