AMENDMENTS TO CHAPTER VII OF THE CODE OF THE CHICAGO PARK DISTRICT

BODY

To the Honorable Board of Commissioners of the Chicago Park District:

I. Recommendation

It is recommended that the Board of Commissioners approve the amendments to Chapter VII of the Code of the Chicago Park District.

II. Explanation

Chapter 70 ILCS 1505/7.02 enables the Board of Commissioners to "establish by ordinance all needful rules and regulations for the government and protection of parks." Therefore, it is recommended that the Board of Commissioners approve the proposed amendments to Chapter VII to align with the District's gender diversity policy, allowing individuals to use the restrooms, comfort stations, and locker rooms that correspond to their gender identity. The amendment further permits persons aged eighteen (18) years and older or a family member acting as a caregiver to bring children aged six (6) and younger of a different gender into the restroom, comfort station, or locker room with them. The amendment also makes clear that individuals with disabilities who require assistance by a companion of a different gender may accompany their companion in a restroom, comfort station, or locker room that aligns with the gender identity of their companion. Lastly, the amendments provide that single-occupancy restrooms are all-gender restrooms and may be used by persons of any gender or for family or assisted use. The proposed amendments are set forth in in the enclosed. Exhibit A (note, only the relevant section is shown).

The Chicago Park District did not receive any comments regarding this amendment during the forty-five (45)-day public notice period.

The General Superintendent recommends that the Board approve the amendments to Chapter VII of the Code as set forth in Exhibit A to the Ordinance.
