I. Recommendation
It is recommended that an order be entered authorizing the General Superintendent or her designee to enter into a contract with Enviroplus Inc. for district wide environmental abatement services which includes the mitigation and remediation of asbestos, lead paint, mold, animal waste, and potentially infectious medical waste as needed across all Chicago Park District facilities. The contractor was selected pursuant to a public Request for Proposal (RFP). No work may commence and no payment shall be made to the contractor prior to the execution of a written agreement.

Procurement History: A Request for Proposal (RFP) document was prepared and advertised on August 2, 2023. On September 6, 2023, a total of two (2) sealed proposals were received. Because of the highly-regulated nature of the services, the RFP documents required at least five (5) years of experience with abatement, mitigation, and remediation of asbestos, lead paint, mold, and animal waste and PIMW.
All proposals received were carefully reviewed as to the content of the responses relative to the project scope and total cost. Each proposal was deemed responsive to the Request for Proposals.
The Evaluation Committee (“EC”) comprising of three (3) voting members, all CPD staff, met to review the proposals on September 12, 2023. The results of this evaluation unanimously scored EnviroPlus, Inc. the highest for each category including experience and expertise, implementation plan, personnel, capacity to perform, safety and cost and recommended them for award.
Additionally, EnviroPlus, Inc. has exceeded the Minority and Women Owned Business Enterprise required compliance commitment; pledging 95% of direct participation as it relates to Minority Owned Business Enterprise (MBE) and 5% of direct participation as it relates to Women Owned Business Enterprise (WBE).
V. Explanation
As required by Federal, State, and Local regulations, owners of commercial and public buildings are required to safely manage asbestos and lead containing materials within these facilities. This contract will give the Park District the ability to manage lead and asbestos containing materials on an as needed basis, as required, in order to protect the staff and patrons who utilize these public facilities. This Request for Proposal was designed to get the certified and licensed personnel to provide the abatement, mitigation, and remediation services required to manage these regulated materials. In addition, this contract will be utilized for managing mold, animal waste, and potentially infection medical waste abatement and disposal as needed at all Chicago Park District facilities.
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i). All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
