I. Recommendation
It is recommended that the General Superintendent and CEO or his designee enter into a contract with Clauss Brothers, Inc. for the expansion of the 31st Street Auxiliary Parking Lot in Burnham Park. The contractor was selected pursuant to a solicitation to the General Contractor Services pre-qualified pool. No work may commence and no payment shall be made to the contractor prior to the issuance of a Notice to Proceed.

Scope of Services: The expansion and improvements to the 31st Street auxiliary parking lot and associated landscaping and infrastructure. The work includes but is not limited to: demolition, excavation, grading and removal of old materials; earthwork and drainage; subsurface aggregate storage; installation of new concrete curbs, asphalt, striping, curb stops and signage; utility work for sewer, lighting and low voltage for security and gate arm operating systems; and new ornamental fencing and landscaping.

This contract was solicited as a Request for Proposals (“RFP”) to the General Contractor Services pre-qualified pool on August 11, 2016. There are 15 firms in the pool, and eight (8) proposals were received on the due date. The Department of Purchasing (“Purchasing”) reviewed the proposals and found them all to be compliant and responsive. Purchasing forwarded the proposals to the Department of Planning and Construction (“DPC”) who then reviewed them particularly for factors including the personnel assigned, cost, ability to meet the project schedule, and past performance. DPC recommended Clauss Brothers for award who also submitted the lowest cost for this project.
V. Explanation
To address the growing parking demands at this lakefront location, the Chicago Park District is expanding its auxiliary surface parking lot that currently serves boaters and beachgoers. Located south of 31st Street between Lakeshore Drive and the Metra right of way, the existing 60,000 square foot parking lot currently provides 159 spaces. The proposed expansion will provide an additional 85,000 square feet of paving for 262 new parking stalls. The enlarged lot will continue to provide parking for all visitors with public, paid parking in the front and a gated section at the back for boat owners with slips at the 31st Street Harbor.
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become
liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i). All agreements authorized herein shall contain a clause that
any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
