I. Recommendation
Pursuant to Chapter XI, Section E, 4 of the Code of the Chicago Park District, it is recommended that a contract modification be approved affecting the contract for the subject work. The contract modification authorizes an additional $2,730,475.00 for services required to implement the 2018 South Lakefront Framework Plan recommendations for Jackson Park including the preparation of design and bid documents for: the renovation of the Jackson Park golf course, driving range and other support facilities; the renovation of historic structures including the Driving Range Building, the Burnham Building and Cecil Partee; and the restoration of the South Shore coastline.

This contract modification includes work by MBE firms American Survey, GSG, dbHMS, GMA Construction Group, CCS International, Wang Engineering and Bauer Latoza Studio in the amount of $685,825 and WBE firms in the amount of $142,444. The Design Consultant will maintain the minimum 25% MBE and 5% WBE compliance on this contract.
Contract Modification #02: Services required to implement the 2018 South Lakefront Framework Plan recommendations for Jackson Park including the preparation of design and bid documents for: the renovation of the Jackson Park golf course, driving range and other support facilities; the renovation of historic structures including the Driving Range Building, the Burnham Building and Cecil Partee; and the restoration of the South Shore coastline.
SmithGroup JJR shall assist the Park District with engineering, landscape architecture, site planning, and community process services in support of the South Lakefront Framework Plan Implementation. The Consultant shall develop the framework plan into design and construction documents to be utilized for bid and in the permit application process.
The general scope of services includes, but may not be limited to, landscape architecture including layout, grading and planting of non-golf areas and park trails, parking lot and roadway design, engineering (including but not limited to sewer, water, electric, and civil), architectural services for the renovation of historic architecture, coordination with the CDOT roadway and underpass projects at Jeffery and 67th street as well as the roadway reconfigurations in Jackson Park, budget analysis, contract documents (including specifications and details as necessary), construction administration, and construction observation services. The consultant shall coordinate with the golf course designer who will develop the horizontal layout, grading and planting of the golf course.
These modifications are germane to the original design agreement as signed and are in the best interest of the Chicago Park District. The consultant’s proposal has been reviewed by the Project Manager and found to be reasonable.

IV. Explanation
In 2018, the Chicago Park District (“Park District”) updated the South Lakefront Framework Plan. This plan is a community-based vision for the future of Jackson Park and South Shore Park. Residents and local stakeholders played a pivotal role in designing and shaping a better future for the South Lakefront. Through an extensive 10-month community process, the Park District and its partners hosted 13 meetings to discuss various topics, including passive and active recreation, water use and ecology, connectivity as well as culture and history on Chicago’s south lakefront.
Through this planning process, insights from park users helped develop a Framework Plan that is sound and steadfast for the enjoyment of current residents and future generations. The plan sets a course for the evolution of the south lakefront parks and provides a flexible structure allowing it to evolve with future demands and outlines recommendations for land use and management over the next ten years.
The plan developed a guiding vision for the future of the park as well as eleven guiding principles of the plan grouped into three main categories: Serve the Community, Inspire the World; Renew & Maintain Park Legacy; and Steward Environmental Integrity & Beauty.
This South Shore Park and Jackson Park Renovation project shall be guided by this South Lakefront Framework Plan including the guiding principles and recommendations.
