It is recommended that an order be entered authorizing the General Superintendent or his designee to enter into a contract with Mid-American Elevator Company, Inc. for Elevator, ADA Wheel Chair Lifts-Maintenance and Repair Services, District Wide. This contractor was selected pursuant to a publicly advertised Invitation for Bids.  No work may commence and no payment shall be made prior to the execution of a written agreement.

Scope of Services:                       To provide monthly scheduled, on-call and emergency pest control services at Chicago Park District locations, District Wide.

 

Authorization:                     Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was publicly advertised as an Invitation for Bids (“IFB”), and there were two (2) categories for bid and bidders could bid on one, some, or all categories.  Two (2) bids were received on the due date and time, and were publicly opened and read aloud. The Department of Purchasing (“Purchasing”) determined that both of the two (2) bids were all compliant and responsive.  One category received two (2) bids, the other category received one (1) bid and the Department of Facility Management reviewed the bids of the apparent lowest and responsive bidders that best meet the department needs. Accordingly, the lowest responsive and responsible bidder for each category is as follows:

V. Explanation

 

The Department of Facility Management (“DFM”) is responsible for the Elevator, ADA Lifts, Chari Lifts and Portable Pool Lifts for the building facilities throughout the regions of the Chicago Park District (“CPD”).  The “DFM” oversight of 60 elevators, 18 ADA wheelchair lifts and 77 portable pool lifts that require monthly maintenance and repair services. In addition, on-call and emergency services are routinely required from a responsive and responsible vendor at various locations. Elevators, ADA Wheelchair Lifts, and portable pool lifts have daily usage, such as camps, patron programming, and cultural events and requires prompt, and consistent high quality service on a monthly and on-call emergency basis for safety and ADA accessibility to park facilities. Additionally, Mid-American Elevator Company Inc. has the experience, capacity, and ability to provide the services required in this contract, with both scheduled monthly services and responsiveness to on-call, emergency services. Therefore, it is in the best interest of the Chicago Park District to award Mid-American Elevator Company, Inc. the contract for the Elevator, ADA Lifts, Chair Lifts and Portable Pool Lift Maintenance and Repair.

 

 

 VI. General Conditions

 

1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.

 

2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.

 

3) Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).

 

4) Economic Disclosure Statement (“EDS”). Contractor has submitted full and complete EDS.
