I. Recommendation
It is recommended that the General Superintendent & CEO or the designee enter into individual contracts with Guidehouse Consultants to support the Park District is developing a new comprehensive strategic plan. Six (6) firms submitted proposals for review and evaluation. The firms were selected pursuant to a publicly advertised Request for Proposal (RFP). An “Evaluation Committee” was established and four review meetings and two scoring rounds were completed. Presentations were held with the top three firms in the first scoring round. A second and final round of scoring was completed post presentations.

This contract was publicly advertised as an RFP. Six proposals were received on the due date and all proposals were found to be compliant and responsive.
The Evaluation Committee (“EC”) was comprised of six (6) voting members and two (2) non-voting members; all CPD employees. The EC reviewed all the proposal packages. Dates of the evaluation meetings were June 1, 2023; June 15, 2023; June 23, 2023 and July 12, 2023. Oral Presentation from the Respondents were held on July 10, 2023 and July 11, 2023.
V. Explanation
The Chicago Park District (“CPD”) created a comprehensive strategic plan in 2012, and provided additional updates to the plan in 2014 and 2016. As a result of the 2012 plan, the Chicago Park District created its mission, core values, and high-level goals.
The Chicago Park District’s current vision is to program, sustain, maintain and create world-class parks and open spaces connected to residents and visitors. In addition to owning and operating over 8,800 acres of park property, CPD offers affordable, reliable, and accessible programs across the city. In 2022, CPD served 500,000 residents in all 77 community areas.
The Chicago Park District sought a qualified consultant team (“Consultant”) to prepare a three- to five- year strategic plan in consultation with staff, Commissioners, patrons, customers, communities, and additional stakeholders. The plan will articulate why CPD exists and what it hopes to become. It should provide refreshed mission, vision and values for CPD, along with immediate and long-term goals and a roadmap for implementation and accountability. Once complete, the plan will be the guiding document for CPD to become a more modern, relevant, and impactful entity that continues to invest in strong, vibrant communities.
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i). All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
4) Economic Disclosure Statement (“EDS”): Contractor has submitted a full and complete.
