It is recommended that an order be entered authorizing the General Superintendent or his designee to enter into a contract with All Pests Controlled and Vector Stomp for Pest Control Services District Wide. These contractors were selected pursuant to a publicly advertised target market Invitation for Bids.  No work may commence and no payment shall be made prior to the execution of a written agreement.

                     Expenditures for services under each extension term will be authorized by annual appropriation and subject to each year’s budget. DUR contract.

 

Affirmative Action                      

Goals:                       The Minority-and Women Owned Business Enterprise participation for this contract include: 25% MBE and 5% WBE.

 

Scope of Services:                       To provide scheduled, on-call and emergency pest control services at Chicago Park District locations. District Wide.

 

Authorization:                     Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was publicly advertised as an Invitation for Bids (“IFB”), and there were three (3) categories for bid and bidders could bid on one, some, or all categories.  Four (4) bids were received on the due date and time, and were publicly opened and read aloud. The Department of Purchasing (“Purchasing”) determined that all of the four (4) bids were all compliant and responsive.  Each category received four (4) bids, and the Department of Facility Management

 

reviewed the bid of the apparent lowest responsive bidders, and it has been determined that All Pests Controlled Inc. is the lowest responsible and responsive bidder for two (2) categories and Vector Stomp Inc. is the lowest responsible and responsive bidder for one (1) category. Accordingly, the lowest responsive and responsible bidder for each category is as follows:

V. Explanation

 

The Department of Facility Management (“DFM”) is responsible for the Pest Control Services for the building facilities and parklands throughout the regions of the Chicago Park District (“CPD”).  The “DFM” oversight of three (3) regions: north, central and south includes 167 facilities that require monthly pest control services. In addition, on-call and emergency services, are routinely required from a responsive and responsible vendor at various locations   Facilities within each of the north, central and south Regions have heavy use, such as camps, patron programming, competitions, cultural events and lunch programs and requires prompt, and consistent high quality service on a monthly and on-call emergency basis for cleanliness and sanitation for patron use with pest control treatment and services. Additionally, both All Pests Controlled Inc. and Vector Stomp Inc. have the experience, capacity, and ability to provide the services required in this contract. Therefore, it is in the best interest of the Chicago Park District to award All Pests Controlled, Inc. the contract for the North and South Regions, and Vector Stomp Inc. the contract for the Central Region for Pest Control Services.

 

 

 

 

 VI. General Conditions

 

1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.

 

2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.

 

3) Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).

 

4) Economic Disclosure Statement (“EDS”). Contractor has submitted full and complete EDS.
