I. Recommendation
It is recommended that the General Superintendent and CEO or their designee enter into a contract with Medical Express Ambulance Service, Inc. for ambulance and paramedical services. The contractor was selected pursuant to a publicly advertised Request for Proposals (“RFP”). No work may commence and no payment shall be made to vendor prior to the execution of a written agreement.

Contract Term: Two (2) years with two (2) additional one (1) year extension options.
Contract Amount: Not to exceed $496,825.00 for the initial two (2) year term. All services are paid for on an hourly basis, where the annual spending for the contract term and any extension term is determined based on the District’s identified needs and which is authorized by annual appropriation and subject to each year’s budget.
Scope of Services: To provide ambulance and paramedical services to the Chicago Park District.

Action Goals: The minority and women-owned company participation for this contract will include 25% (indirect) and 75% (direct, self-performing) respectively.
Authorization: Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was advertised as a Request for Proposals (“RFP”). One (1) proposal was received on the due date, and one proposal was deemed to be responsive and compliant.
V. Explanation
The Chicago Park District has over 200 events each year that require the services of a company to provide on-site ambulance and paramedical services at its organized sporting events. The service is needed to respond immediately to participants or attendees who require medical care. The sporting events include boxing, football, gymnastics, Special Olympics, track and field and wrestling. The events will vary in size from 10 participants to more than 100. The services to be provided include basic life support (BLS) and advanced life support (ALS) treatment as defined by the American Medical Association. All paramedics, physicians, and other staff must be experienced and properly licensed. The Chicago Park District used its experience, judgment, and discretion to make those policy decisions.
Having this contract in place will permit the CPD to provide immediate medical care to participants and attendees at its events district wide. Therefore, it is in the best interest of the CPD to recommend Medical Express Ambulance Service be awarded the ambulance and paramedical services contract.
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The agreement shall contain a provision requiring compliance with the Chapter III of the Code of the Chicago Park District ("Governmental Ethics").
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become
liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i). All agreements authorized herein shall contain a clause that
