REQUEST TO EXERCISE THE CONTRACT’S FIRST ONE (1)-YEAR EXTENSION OPTION WITH ENVIROPLUS, INC. FOR DISTRICT-WIDE ENVIRONMENTAL ABATEMENT SERVICES

I. Recommendation

 

Pursuant to Chapter XI, Section C.3.a. of the Code of the Chicago Park District, the Director of Purchasing and the Director of Environmental Services recommend that the Board of Commissioners of the Chicago Park District (“Board”) authorize the General Superintendent or their designee to exercise the first one (1)-year extension option on the contract (Specification No. P-23003) (the “Contract”) with Enviroplus, Inc. (the “Contractor”) for District-Wide Environmental Abatement Services.

 

 

II. Initial Award Information; Authorization

Beneficial Interest:                     As noted in Section VII(4) below, the Contractor has submitted an Economic Disclosure Statement (“EDS”). As required by Chapter I, Section D.1(a)(1) of the Code of the Chicago Park District, Section II(B)(2) of the Contractor’s EDS discloses the following persons or legal entities having a direct or indirect, current or prospective beneficial interest (including ownership) in excess of 7.5% of the Contractor:

Contract Period:                           The initial Contract period is from November 7, 2023 to November 6, 2026. If the Contract period is extended, two options to extend for additional one-year terms will be remaining. If the first extension option is exercised, funding shall be subject to annual appropriations.

 

Contract Amount:                      Not to exceed $2,550,000 for the initial three-year term; not to exceed $850,000 for the first one-year extension. Expenditures for services remain subject to annual appropriations and each year’s budget.

 

Scope of Services:                       District-wide environmental abatement services include the mitigation and remediation of asbestos, lead paint, mold, animal waste, potentially infectious medical waste, and other environmentally regulated waste as needed across all Park District facilities.

 

Authorization:                     Authorize the General Counsel to include other relevant terms and conditions in the extension agreement (the “Extension Agreement”). Authorize the General Superintendent or their designee to execute the Extension Agreement and the Secretary to attest as to the signing of the Extension Agreement and keep an original copy of the Extension Agreement on file.

 

 

III.  Performance to Date

 

Contractor has met the expectations under this Contract in its initial term and in providing as-needed environmental abatement services to the Park District. Furthermore, the Contractor has the capacity to continue to meet the requirements of the Park District.  The Contractor has also maintained good standing and performed its duties in an efficient and timely manner.

 

 

IV.  Current Expenditures:

Contract Amount:                     $2,550,000.00

Payments to Date:                      $2,157,780.12 (85% as of 3/2/2026)

 The proposal for this authorization includes 95% participation with Enviroplus, Inc. as an MBE, self-preforming vendor and 5% WBE participation.

 

 

VI. Explanation of Recommendation

 

The Director of Purchasing and the Director of Environmental Services request the Board to authorize the first of three one (1)-year extension options to the Contract for a new Contract end date of November 6, 2027.

 

As required by Federal, State, and local regulations, owners of commercial and public buildings are required to safely manage asbestos, lead-based paint and other potentially environmentally hazardous conditions within these facilities.  This Contract gives the Park District the ability to use a certified and licensed contractor to quickly and efficiently manage environmental abatement projects on an as needed basis, as required, in order to protect the staff and patrons who utilize these public facilities. 

 

Therefore, it is in the best interest of the Park District to exercise the first one-year extension option of the Contract.

 

 

VII. General Conditions

 

1. Conflicts: No agreement authorized herein shall be legally binding on the Chicago Park District if

entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS

105/0.01 et seq.

 

2. Ethics: The Contract contains a provision requiring compliance with Chapter III of the Code of the Chicago Park District (“Governmental Ethics”).

 

3. Contingent Liability: Any agreement lawfully entered into for a period of more than one year

shall be executory only for the amounts for which the Chicago Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).

 

4. Economic Disclosure Statement: Contractor has submitted a full and complete EDS prior to submission to the Board.
