I. Recommendation
It is recommended that the General Superintendent and CEO or her designee enter into a contract with Christy Webber Landscapes for Grant Park and Museum Campus Landscape Maintenance Services. The contractor was selected pursuant to a publicly advertised Request for Proposals. No work may commence and no payment shall be made to the contractor prior to the execution of a written agreement.

Contract Term: Two (2) year initial term with three (3) one-year extension options.
Contract Amount: Maintenance services include work that will be performed on regular ongoing basis and work that is variable which will be performed on an as needed basis, and the amount expended for all of this work will not exceed $2,294,924 for the initial two (2) year term or $1,147,462 annually. If extension options are exercised, funding shall be based upon available annual appropriations.
Scope of Services: There are two distinct service areas, Grant Park and Museum Campus, and firms may submit a proposal for one or both service areas.
The awardee(s) shall provide all equipment, materials (expendable and otherwise), tools, labor, services, supervision, transportation, vehicles, fuel, and work, etc. necessary to maintain the landscape(s) of Grant Park and/or Museum Campus in accordance with the terms and conditions of the specification. Additionally, the awardee(s) will provide services of the highest and best quality, competitively priced and delivered in a timely manner. Lastly, the awardee(s) must have experience and an established, credible reputation for providing similar landscape maintenance services to large, high-profile, heavily-used sites with similar landscape elements.

Authorization: Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was publicly advertised as a Request for Proposals (“RFP”). Four (4) proposals were received on the due date and all proposals were found by the Department of Purchasing (“Purchasing”) to be compliant and responsive.
The Evaluation Committee (“EC”) was comprised of five (5) voting members and two (2) nonvoting members, all CPD staff, and they began their evaluation of the proposals at their first meeting on March 10. They met again on March 16 to discuss proposals and complete preliminary scores. Purchasing received the Best and Final Offers on March 22, and the EC met on March 23 to continue their evaluation and review of the Best and Final Offers. The EC concluded their evaluation by March 23, 2023.
V. Explanation
Grant Park is located on the lakefront in Chicago, Illinois. It is, generally, bordered by Monroe Street to the north, Roosevelt Road to the south, Michigan Avenue to the west, and Lake Michigan to the east. Proudly considered Chicago’s “front yard,” Grant Park is among the city’s most beautiful and historically significant parks. Each year Grant Park is visited by millions of Chicagoans and tourists who come to enjoy the many festivals and events hosted there, and to experience the park’s spectacular fountains and gardens.
The Museum Campus is located on the lakefront in Chicago, Illinois and includes portions of Grant Park, Burnham Park, Solidarity Drive and Northerly Island. It is a pedestrian-friendly, lavishly planted landscape which links the Field Museum, Shedd Aquarium and Adler Planetarium. Each year it is host to millions of visitors who come to enjoy the world-class museums and to experience the gardens and breathtaking lakefront views.
Both Grant Park and the Museum Campus have a large number of intensively planted landscape beds that require significant maintenance support.
VI. General Conditions
1. Conflicts: No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.
2. Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part the agreement.
3. Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i). All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
