AUTHORIZATION TO ENTER INTO A CONTRACT WITH MOORE LANDSCAPES, LLC FOR DISTRICTWIDE FLORAL GARDENS:

DESIGN, INSTALLATION AND MAINTENANCE

I. Recommendation

 

It is recommended that an order be entered authorizing the General Superintendent and CEO or their designee to enter into a contract with Moore Landscapes, LLC for Design, Installation and Maintenance of Districtwide Floral Gardens. This contractor was selected pursuant to a publicly advertised Request for Proposals. No work may commence and no payment shall be made prior to the execution of a written agreement.

Compliance                      

Goals:                       The Minority and Women-Owned Business Enterprise (MBE/WBE) participation for this contract meets the compliance goals of 25% MBE participation and 5% WBE participation.

                                                               

Scope of Services:                     The scope of work includes the design of floral garden beds, procurement of plant material, transport and installation of plant material, and ongoing maintenance of floral beds.

 

Authorization:                     Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was publicly advertised as a Request for Proposals (“RFP”).  Two (2) proposals were received on the due date and both proposals were found by the Department of Purchasing (“Purchasing”) to be compliant and responsive.

 

The Evaluation Committee (“EC”) was comprised of five (5) voting members, all Park District staff.  The EC began their evaluation of the proposals at their first meeting on June 6, 2025.  They met again on June 12, 2025, and at the end of their meeting they decided to conduct interviews with both companies on June 16, 2025. After the conclusion of interviews, the EC decided to request Best and Final Offers, which were received on June 20, 2025.  The EC concluded their evaluation by unanimously recommending award to Moore Landscapes, LLC.

 

 

V. Explanation


The Chicago Park District owns and operates more than 70 floral gardens in 35 parks that have been designed, installed, and maintained through contract for over 20 years.  Totaling more than five acres in area, many of these gardens are located in the most prominent and historically significant parks in the system, and are visited and enjoyed by millions of park patrons every year.

 

The successful management of these floral gardens requires innovative design, procurement and installation of superior plant material and intensive maintenance, carried out with consistent, knowledgeable attention to detail.  It is the intention of this contract to engage a landscape contractor capable of performing all of the services required while meeting the high standards essential for gardens in parks of such prominence and character.

 

Moore Landscapes, LLC is the incumbent vendor for the previous contract with this scope of work. They have consistently performed well with design, installation and maintenance of floral gardens across the Park District and they have consistently provided quality plant material for use by Park District in-house crews. The EC unanimously agreed that they had the strongest proposal. Therefore, it is in the best interest of the Park District to award this contract to Moore Landscapes, LLC.

 

VI. General Conditions

 

1. Conflicts:  No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.

 

2. Ethics:  The agreement shall contain a provision requiring compliance with Chapter III of the Code of the Chicago Park District ("Governmental Ethics"). 

 

3. Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i).  All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.

 

4. Economic Disclosure Statement (“EDS”):  Contractor has submitted a full and complete EDS prior to execution of the contract.
