It is recommended that an order be entered authorizing the General Superintendent or their designee to enter into a contract with The Stone Group, Inc. for the supply and delivery of Power Rodding and Sewer Cleaning Services-District Wide. This contractor was selected pursuant to a publicly advertised Invitation for Bid. No work may commence and no payment shall be made prior to the execution of a written agreement.

Contract Period: Two (2) year initial term with three (3) additional one (1) year extension options. If the extension options are exercised, funding shall be based upon annual appropriations.
Contract Amount: $289,745.00 for the initial contract term. Expenditures for services under each extension term will be authorized by annual appropriation and subject to each year’s budget. DUR (Depends Upon Requirements) Contract.
Affirmative Action

Scope of Services: For the supply and delivery of routine and/or emergency power rodding and sewer cleaning services-district wide, on an as-needed basis.
Authorization: Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

Bid Evaluation Detail: Lowest responsible and responsive bidder
This contract was publicly advertised as an Invitation for Bids (“IFB”). Three (3) bids were submitted and received on the due date and time and were publicly opened and read aloud. The Department of Purchasing(“Purchasing”) reviewed all (3) three bids received and found all bidders to be compliant and responsive. The Department of Facility Management reviewed the bids of the apparent lowest responsive bidder and it has been determined that The Stone Group, Inc. is the lowest responsible and responsive bidder.
V. Explanation
The Department of Facility Management is responsible for maintaining waterline and several thousand feet of underground waste and storm lines, district wide, which have heavy use and require constant upkeep and maintenance. Services required for power rodding and sewer cleaning may be routine or emergency. Having this contract in place will allow Facility Management to expeditiously obtain both routine and emergency power rodding and sewer cleaning services as necessary, at a fair and reasonable price. Additionally, The Stone Group has the capability to perform the services required in this contract. Therefore, it is in the best interests of the Chicago Park District to award The Stone Group, Inc. the contract for power rodding and sewer cleaning services - district wide.
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).
4) Economic Disclosure Statement (“EDS”). Contractor has submitted full and complete EDS.
