I. Recommendation

 

It is recommended that an order be entered authorizing the General Superintendent and CEO or their designee to enter into a contract with Booth Hansen, Ltd. for the purpose of providing architectural design and construction administration services for the Ogden Park Fieldhouse. The consultant was selected pursuant to a Request for Services (“RFS”). The total contract award shall not exceed $1,649,343.00. No work may commence, and no payment shall be made to contractor prior to the issuance of a notice to proceed.

The RFS was issued to Booth Hansen, Ltd. via the Pre-Qualified Design and Professional Services Pool for Architecture. The Board approval process requires that whenever a project award exceeds $400,000.00 the Board must first approve the award before the notice-to-proceed can be issued.

 

 

V. Explanation

 

Ogden Park is an existing 60-acre park located in the West Englewood Community. The community has requested that we demolish the old fieldhouse and build a new one. CPK started a feasibility study beginning with in-house drawings as early as 2022. Discussions continued throughout 2023-4, but funding has been the largest challenge. Funding has been identified as combined from the Chicago Park District Capital Bond Fund ($10 million); Tax Increment Financing from the City of Chicago ($12 million); and the State of Illinois Department of Commerce and Economic Opportunity ($3 million.)

 

The fieldhouse initial design shall include a gymnasium, a dedicated boxing gym, fitness room, dance room, teen room and clubroom as well as support facilities including restrooms, storage, offices and utility rooms. Budget and Project cost are only internal estimates and further design would be needed to accurately estimate costs.

 

 

VI. General Conditions

 

1. Conflicts:  No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.

 

2. Ethics: The agreement shall contain a provision requiring compliance with Chapter III of the Code of the Chicago Park District (“Governmental Ethics”).

 

3. Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i).  All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.

 

4.  Economic Disclosure Statement (“EDS”):  Contractors have submitted a full and complete EDS prior to submission to the Board of Commissioners.
