I. Recommendation                     

 

It is recommended that an order be entered authorizing the General Superintendent and CEO or his designee to enter into a contract with Medical Express Ambulance Service, Inc. for ambulance and paramedical services.  The contractor was selected pursuant to a publicly advertised Request for Proposals (“RFP”).  No work may commence and no payment shall be made to vendor prior to the execution of a written agreement.

Authorization:                     Authorize the General Counsel to include other relevant terms and conditions in the written Agreement.  Authorize the General Superintendent to execute the Agreement and the Secretary to

attest to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was publicly advertised as a Request for Proposals (“RFP”). 

 

Two (2) proposals were received on the due date and both proposals were found by the Department of Purchasing (“Purchasing”) to be compliant and responsive.

 

The Evaluation Committee (“EC”) was comprised of three (3) voting members, all CPD staff, and they began their evaluation of the proposals at their first meeting on July 19, 2017.   They met again on August 10, 2017 to discuss the non-financial proposals and distribute the cost proposals.  The EC continued their discussion of the proposals on August 20, 2017 and at the end of this meeting they decided to send a request for Best and Final Offers to all proposers.  Purchasing received the Best and Final Offers on August 24, 2017, and the EC met on August 25, 2017 to continue their evaluation and review of the Best and Final Offers.  The EC concluded their evaluation by unanimously scoring Medical Express Ambulance Service, Inc. the highest.

V.  Explanation

 

The Chicago Park District requires the services of a company to provide on-site ambulance and paramedical services at its organized sporting events to respond immediately to participants or attendees who require medical care.  The sporting events include swimming, boxing, football, gymnastics, Special Olympics, track and field and wrestling.  The events will vary in size from 10 participants to more than 100.  The services to be provided include basic life support and advanced life support treatment as defined by the American Medical Association.  All paramedics, physicians, and other staff must be experienced and properly licensed.

 

Having this contract in place will permit the CPD to provide immediate medical care to participants and attendees at its events district wide. 

 

Medical Express Ambulance Service has been providing ambulance and paramedical services since 1998.  They currently have a fleet of 54 ambulances and has over 365 licensed employees that includes basic EMTs, paramedics, nurses, and physicians.  Additionally, Medical Express is thoroughly licensed and has the capacity to provide all level of services.

 

Therefore, it is in the best interest of the Chicago Park District to award Medical Express Ambulance Service the contract for ambulance and paramedical services.

 

VI. General Conditions

 

1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.

 

2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.

 

3)  Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become

liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i).  All agreements authorized herein shall contain a clause that

any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.

 

4)  Economic Disclosure Statement (“EDS”):  Contractor has submitted a full and complete EDS.
