I. Recommendation
It is recommended that an order be entered authorizing the General Superintendent and CEO or their designee to enter into a contract with Williams Associates Architects for the purpose of providing architectural design services for the Piotrowski Park Pool Enclosure. The consultant was selected pursuant to a Request for Services (“RFS”). The total contract award shall not exceed $711,950.00. No work may commence, and no payment shall be made to contractor prior to the execution of a written agreement.

Authorization: Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

The RFS was issued to Williams Architects via the Pre-Qualified Design and Professional Services Pool for Architecture. The Board approval process requires that whenever a project award exceeds $400,000.00 the Board must first approve the award before the notice-to-proceed can be issued.
V. Explanation
Piotrowski (Lillian) Park is a 23.76-acre park located in the community of South Lawndale, in the area called Little Village. In 1984, an outdoor 25 meter, 6 lane swimming pool was constructed. A removable fabric dome in 2000 which was to enclose the pool. The dome has been repaired numerous times and is past its useful life. The Chicago Park District seeks the services of a consultant to prepare design and bid documents for a pool enclosure at Piotrowski Park to permanently enclose the outdoor pool which will enhance use, be a year-long amenity to the public and reduce maintenance costs. The project will also include an elevator enclosure, locker room renovations, a new spray feature, and sun deck.
VI. General Conditions
1. Conflicts: No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provision5s of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.
2. Ethics: The agreement shall contain a provision requiring compliance with Chapter III of the Code of the Chicago Park District ("Governmental Ethics").
3. Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i). All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
4. Economic Disclosure Statement (“EDS”): The vendor has submitted a full and complete EDS prior to execution of the contract.
