I. Recommendation
 
It is recommended that the General Superintendent and CEO or his designee enter into a contract with Friedler Construction Company for the construction of a new artificial turf  combination soccer, football and baseball outfield, at Kelly Park.  The contractor was selected pursuant to a General Contractor Services pre-qualified pool solicitation.  No work may commence and no payment shall be made to vendor prior to the execution of a written agreement.

Contract Amount:      Not-to-exceed $1,546,800.00.  This includes the lump sum price of $1,324,800.00 plus add alternate 1 in the amount of $222,000.00.
 
Scope of Services:      The Kelly Park artificial turf development will consist of the construction of a new artificial turf combination soccer and football field and baseball outfield.   The new construction will consist of removal of two existing baseball fields, re-use of existing infield mix to expand one existing junior size baseball field to a larger senior size field. We'll also be re-using the remaining clean infield mix at other park locations.  The artificial turf field will be striped for both soccer and football and have night time sports lighting.  The soccer field dimension will be 380' x 180' and stripped for a regulation size football field.  Additional improvements will consist of storm water storage, and installation of fencing and landscape throughout.  The add alternate purchased is for converting the baseball outfield from natural grass to an artificial turf outfield.

A Request for Proposal ("RFP") was sent to the New Construction/Renovation and Playground Construction categories of the General Contractor Services pre-qualified pool on May 8, 2014.  Three (3) bids were returned on the due date May 30, 2014.  The Department of Purchasing reviewed the bids and found them all to be responsive and compliant.  In addition to the lump sum price, the bidders provided pricing for one add alternate.  The Department of Planning and Construction ("DPC") reviewed the bid packages, including the price for the add alternate, and as mentioned in the RFP, Department of Planning & Construction decided to accept the add alternate.  Accordingly, Friedler Construction submitted the lowest price, is responsive and responsible, and is recommended for award.  
 
V.  Explanation
 
This new turf field will include soccer and football, and baseball outfield artificial turf renovation and will allow for greater access and use of Kelly Park. The installation of extensive drainage improvements and regulation lighting will vastly improve the playability of these multi-use athletic fields for local students and neighborhood park patrons of all ages.    
 
VI. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
 
2) Ethics: The Chicago Park District's Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
 
3)  Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become
liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i).  All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
