II. Award Information (Cont.)

 

Change Order No. 01:

 

This change order includes additional Carpentry, Finishes, Paving, Plumbing, Roofing and expenses resulting from a Stop Work Order (SWO) for the Revere Park Fieldhouse and Clubhouse Restoration project.

 

It should be noted that this project involves similar scopes of construction at two separate buildings at Revere Park: the Fieldhouse and the Clubhouse.  All of the construction work at the Clubhouse was completed by January 2021 as a schedule priority to minimize construction impact on the Neighborhood Boys and Girls Club that has an agreement to occupy the Clubhouse.  All of the items in this Change Order relate to work in the Fieldhouse.  The items are described as follows:

 

1. Carpentry:

Carpentry items include replacement of a deteriorated Clubhouse Boiler Room door, replacement of two (2) deteriorated Fieldhouse window lintels, additional accessible controls for Clubhouse Gym windows, and replacement of Fieldhouse Gym window guards.

 

2. Finishes:

Finish modifications include: Fieldhouse Auditorium window trim upgrade; cleaning / polishing and repairing existing Fieldhouse terrazzo flooring; providing supplemental Fieldhouse terrazzo flooring in the new public entrance; installation of obscure glazing at basement windows; replacing VCT flooring at Fieldhouse Banquet Room; upgrading limestone trim at Fieldhouse exterior and porcelain panels at Fieldhouse washrooms; and custom color match of new Fieldhouse entry glazing system to match the new windows.

 

3. Mechanical / Electric / Plumbing:

MEP repairs and upgrades include: replacement and upgrades of Fieldhouse plumbing equipment requested by CPD Plumbers; protective Clubhouse bird screens at the structural support of the new rooftop unit; replace Fieldhouse Gym exhaust fan; and replace Fieldhouse basement utility sink.

 

4. Paving:

Paving upgrades include replacement of existing Clubhouse paving with new concrete paving for improved accessibility, a new concrete pad for Clubhouse bike racks, and new asphalt paving west of the Fieldhouse for CPD staff parking.

5. Roofing:

A Fieldhouse roofing upgrade includes additional ice & water shield at uninsulated roof areas (primarily the Gym) and installation of a new Clubhouse roof hatch requested by CPD Engineer.

 

6. Stop Work Order (“SWO”):

CPD issued a SWO effective March 19, 2021 through September 8, 2021. This six-month delay resulted in additional costs for labor inflation, materials inflation, overhead costs, winterization costs and remobilization fees.  This is also the primary reason for the contract time extension.

 

This change order includes work by MBE contractors Sustainable Electric LLC, Romero Steel Co., Valor Technologies Inc., Windy City Heating & Cooling, J.H. Plumbing Solutions, Inc. and High Rise Security Systems.  In total, the MBE portion of this Change Order is $341,243.19 (74.43%).

 

This change order includes work by WBE contractors C&G Construction Supply and MBE Fence.  In total, the WBE portion of this Change Order is $40,453.00 (8.82%).

 

The consultant’s proposal has been reviewed by the Project Manager and Design Consultant and found to be reasonable.

 

Authorization:                     Authorize the General Counsel to include other relevant terms and conditions in the written Agreement.  Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

IV. Explanation:

 

Section X of the General Conditions of the contract permit changes to the scope of work.  Additionally, Chapter XI, Section #, 4, of the Code of the Chicago Park District permits change orders under one or more of the following circumstances:  (i) the circumstances that necessitate the change were not reasonably foreseeable at the time that the contract was signed; or (ii) the change is germane to the original contract as signed; or (iii) the change order is in the best interest of the project and the Chicago Park District as authorized by law.

 

The Chicago Park District received Tax Increment Financing Funds that will be invested in the park.  Improvements include concrete and masonry (i.e. stairs, elevator, building masonry), windows, doors, roof and gutters, landscaping, lighting, plumbing infrastructure, HVAC, accessibility upgrades and other related interior and exterior repairs.

 

 

V. General Conditions

 

1. Conflicts:  No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.

 

2. Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of all agreements authorized herein.

 

3. Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i).  All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.

 

4.  Economic Disclosure Statement (“EDS”): Contractor has submitted a full and complete EDS prior to execution of the contract.
