I. Recommendation

 

It is recommended that an order be entered authorizing the General Superintendent or their designee to enter into a contract with The Aberdeen Group, Inc. for the maintenance, repair, and support services of Building Automation Systems Districtwide.  The contractor was selected pursuant to a publicly advertised Request for Proposals (“RFP”). No work may commence and no payment shall be made prior to the execution of a written agreement.

Contract Amount:                       NTE $877,522.00 for the first two (2) year term (depending upon requirements). Additional year extension options will be based on Year 2 prices. Expenditures for services and extension term will be authorized by the annual appropriation and subject to each year’s budget.

 

Contract Period:                       Two (2) year initial term with four (4) additional one (1) year extension options. If extension options are exercised, funding shall be based upon annual appropriations.

 

Scope of Services:                     Maintenance, repair, and support of the Building Automation System, Districtwide.

 

 

Compliance Goals:                       The Minority and Women-Owned Business Enterprise (MBE/WBE) participation for this contract meets the compliance goals of 25% MBE participation and 5% WBE participation. The proposal for this authorization includes 95% participation with The Aberdeen Group, Inc.as a self-performing MBE, and 5% WBE participation.

 

                                          

Authorization:                      Authorize the General Counsel to include other relevant terms and conditions in the written Agreement.  Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

This contract was publicly advertised as a Request for Proposal (RFP) on July 25, 2025. Two (2) proposals were received on the due date of August 20, 2025. The Department of Purchasing (DP) determined that the two (2) proposals were compliant and responsive. An evaluation committee was formed and subsequently reviewed and scored submittals in terms of the RFP requirements, experience, organization, capacity to perform, and cost. The Department of Facility Management (DFM) reviewed this information and it has been determined that the highest-ranking company is The Aberdeen Group, Inc. As part of the evaluation committee process, the DFM reviewed the bid prices and determined that the prices submitted are fair and reasonable.

V. Explanation

 

The Department of Facilities Management is responsible for the maintenance, repair, and support of Chicago Park District fieldhouses and buildings.  There are currently 95 fieldhouses with a Building Automation System (BAS). The BAS gives Park District Engineers the ability to monitor, service, and maintain a building’s HVAC system remotely while physically servicing other locations.  Having this system in place also allows for increased energy efficiency, reduced operation costs, and improved patron and staff comfort when fieldhouses are operational. This contract will allow the Department of Facility Management to meet its operational responsibilities at fair and reasonable prices.  Therefore, it is in the best interest of the Chicago Park District to award The Aberdeen Group, Inc. the contract for the maintenance, repair, and support of Building Automation Systems, Districtwide.

 

 

VI. General Conditions

 

1) Conflicts: No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.

 

2) Ethics: The agreement shall contain a provision requiring compliance with Chapter III of the Code of the Chicago Park District (“Governmental Ethics”).

 

3) Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i).  All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
