I. Recommendation
It is recommended that an order be entered authorizing the General Superintendent and CEO or the designee to enter into a contract with Bauer Latoza Studio Ltd. DBA Arda Design (“Arda Design”) for the purpose of providing architectural design and construction administration services for the Douglass Park Fieldhouse Renovations. The consultant was selected pursuant to a Request for Services (“RFS”). The total contract award shall not exceed $598,380.00. No work may commence, and no payment shall be made to contractor prior to the issuance of a notice to proceed.

The RFS was issued to Arda Design via the Pre-Qualified Design and Professional Services Pool for Architecture. The Board approval process requires that whenever a project award exceeds $400,000.00 the Board must first approve the award before the notice-to-proceed can be issued.
V. Explanation
Douglass Park is a 162 acre park located in the North Lawndale Community Area. The Douglass Park Fieldhouse is a 57,379 SF Building that was constructed in 1927 by Michaelsen & Rognstad Architects in the Neo-Georgian Style and is listed on the National Register of Historic Places.
The lower level of the Douglass Park Fieldhouse is envisioned to be transformed into a cultural and artistic hub that promotes wellness, fosters social interaction, and provides the community with creative and athletic opportunities. Currently, the space is significantly impacted by water infiltration. Most of the original windows have been bricked in, and the interior is divided into outdated rooms and storage areas. The proposed renovation will reconfigure this underutilized space into flexible, code-compliant program spaces. The renovation will involve comprehensive reconfiguration and modernization of the lower level including improvements to programmatic spaces dedicated to the dance program, woodworking, the craft shop, the pottery studio, and the locker rooms and lifeguard facilities that serve the outdoor pool. Exterior envelope repairs, structural repairs, masonry tuckpointing and waterproofing are also included in this scope of work.
VI. General Conditions
1. Conflicts: No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provision5s of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.
2. Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i). All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
3. Economic Disclosure Statement (“EDS”): Contractors have submitted a full and complete EDS prior to execution of the contract.
