I. Recommendation
Pursuant to Chapter XI, Section C.3.a. of the Code of the Chicago Park District, the Director of Purchasing and the Director of Facility Management recommend that the Board of Commissioners of the Chicago Park District (“Board”) authorize the General Superintendent or their designee to exercise the first one (1)-year extension option on the contract Specification No. P-24003 (the “Contract”) with Marco Supply Co., Inc, dba Johnson Pipe and Supply Corp. (“Johnson Pipe”) and G & O Thermal Supply Company (“G & O”) (the “Contractors”) for the supply and delivery of Pool Boilers and Related Materials districtwide.

Beneficial Interest: As noted in Section VII(4) below, the Contractors have submitted an Economic Disclosure Statement (“EDS”). As required by Chapter I, Section D.1(a)(1) of the Code, Section II(B)(2) of the Contractors’ EDS discloses the following persons or legal entities having a direct or indirect, current or prospective beneficial interest (including ownership) in excess of 7.5% of the Contractors:

Contract Period: The initial contract period is from October 31, 2025 to October 30, 2026. If the contract period is extended, the effective date for the first extension option request will be October 31, 2026 through October 30, 2027, and three options to extend for additional one-year terms will be remaining. If the remaining extension option are exercised, funding shall be subject to annual appropriations.
Contract Amount: For Marco Supply Company, Inc. dba Johnson Pipe & Supply Corp., Inc: Not to exceed $128,600 for the initial term; not to exceed $128,600 for the first one year extension. Expenditures for goods remain subject to annual appropriations and each year’s budget.
For G&O Thermal Supply Company: Not to exceed $236,900 for the initial term; not to exceed $236,900 for the first one year extension. Expenditures for goods remain subject to annual appropriations and each year’s budget.
The Contract is a DUR (Depends Upon Requirements) contract, where the actual annual spending for the initial contract term and each contract extension term are based on the Chicago Park District’s identified need.
Scope of Services: For the supply and delivery of districtwide Pool Boilers and Related Materials to the Chicago Park District districtwide, on an as-needed basis.
Authorization: Authorize the General Superintendent or their designee to include other relevant terms and conditions in the extension agreement (the “Extension”), subject to the review and approval of the General Counsel. Authorize the General Superintendent or their designee to execute the Extension and the Secretary to attest as to the signing of the Extension and keep an original copy of the Extension on file.
III. Performance to Date
G&O Thermal Supply Company has met the expectations under this contract in its initial term to supply and deliver Pool Boilers and Related Materials to the Chicago Park District. Furthermore, this vendor has the capacity to meet the delivery requirements of the Chicago Park District and has maintained good standing as a contractor in performing their duties in an efficient and timely manner. Although there was no operational need for the material and hence no purchases made with Marco Supply Co., Inc. dba Johnson Pipe and Supply Corp. during the initial term, it is recommended to extend this vendor’s contract to maintain availability of materials should the need arise.

VI. Explanation of Recommendation
The Director of Purchasing and the Director of Facility Management request the Board to authorize the first of four (1)-year extension options to the Contract for a new Contract end date of October 30, 2027.
The Department of Facility Management (DFM) oversees the repair and maintenance of Chicago Park District facilities districtwide and requires vendors capable of supplying pool boilers and related materials on an as-needed basis throughout the year. These materials support daily operations for all indoor and several outdoor pools and must be provided by experienced companies to ensure trades staff can carry out their responsibilities effectively. Pool boilers are essential for maintaining proper water temperature in indoor pools in accordance with Illinois Department of Public Health (IDPH) guidelines. Establishing these contracts enables DFM to meet operational needs efficiently and at fair, reasonable prices, ensuring the continued upkeep of the Park District’s swimming pools.
Therefore, it is in the best interest of the Chicago Park District to exercise the first (1)-year extension option of the Contract.
VII. General Conditions
1) Conflicts: No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.
2) Code of the Chicago Park District: The Extension shall be subject to the Code of the Chicago Park District, including but not limited to Chapter III (“Governmental Ethics”).
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Chicago Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/0.01 et seq.
4) Economic Disclosure Statement: Contractor has submitted a full and complete EDS prior to submission to the Board.
