AUTHORIZATION TO ENTER INTO CONTRACT WITH INSIGHT PUBLIC SECTOR INC FOR THE PURCHASE OF OFFICE TECHNOLOGY PRODUCTS AND RELATED SERVICES

I. Recommendation
Pursuant to the Chicago Park District Code, Chapter 11, Section D.7(a)(i), it is recommended that an order be entered authorizing the General Superintendent and CEO or his designee to enter into a cooperative purchasing agreement with Cook County Solutions and Insight Public Sector Inc. (Contract No. 1830-17423A) for the purchase of Office Technology Products and Related Services.

Contract Term: Four (4) year initial term with three (3), one-year extension options
Contract Amount: Not-to-exceed $2,500,000 for the initial contract term. If extension options are exercised, the annual not-to-exceed amount shall be $500,000 for each extension year.
Scope of Services: Office technology products (e.g. laptop and desktop computers, peripherals, mobile devices, and audio/video equipment) as well as related professional services.

Action Goals: M/WBE participation in this agreement will include 25% MBE and 5% WBE participation.
Authorization: Authorize the General Counsel to include other relevant terms and conditions in the written Agreement. Authorize the General Superintendent to execute the Agreement and the Secretary to attest as to the signing of the Agreement and keep an original copy of the Agreement on file.

IV. Procurement Information
Per the Chicago Park District Code, Chapter 11, Section D.7(a)(i), when it is in the best interest of the Park District, the Director of Purchasing may use Cooperative Purchasing to join in another governmental entity’s contract.
Cook County awarded contract Number 1830-17423A through a Request for Proposal (“RFP”) in accordance with the Cook County Procurement Code. Insight Public Sector was selected in accordance with the established evaluation criteria. The Cook County Chief Procurement Officer has provided written authorization for the Chicago Park District to participate in contract 1830-17423A.
V. Explanation
CPD IT supports an end-user computing environment consisting of over 1,600 desktop and laptop computers, along with printers, audio/video equipment, and peripherals (e.g. monitors, keyboard, mice, etc.). This desktop environment and infrastructure is mission-critical in enabling CPD staff to access the programs and applications they need to perform their core duties. Whether that is a Park Supervisor registering a family for programs, or a Finance Manager processing a payment for new basketballs, the majority of CPD staff require access to a computer to do their job. It is generally considered best practice to replace desktop and laptop computers approximately every 4-5 years, and this contract will be our main vehicle to procure and refresh office technology to ensure staff have the equipment they need to properly serve the citizens of Chicago.
Insight Public Sector is a value-added reseller of Office technology products. Their contract with Cook County is a good fit for the Chicago Park District, as it allows us to receive the same minimum discounts and rates as Cook County for major manufacturers of office technology equipment, including Lenovo, HP, Epson, and many others. The contract allows access to Insights extensive product catalog, as well as additional services to assist in preparation of equipment as part of large-scale deployments.
V. General Conditions
1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i). The agreement shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
4) Economic Disclosure Statement (“EDS”): Contractor has submitted an EDS form to the Chicago Park District.
