I. Recommendation
It is recommended that the Interim General Superintendent and the CEO or her designee enter into a contract with Muse Community + Design for design phase services for the development of the Washington (George) Park Framework Plan. The contractor was selected pursuant to a publicly advertised Request for Proposals (“RFP”) through a target market search. No work may commence, and no payment shall be made to vendor prior to the execution of a written agreement.

Scope of Services: Washington Park is a 345-acre Chicago Park District site bounded on the north by East 51st Street, on the south by East 60th Street, on the east by Cottage Grove Avenue, and on the west by South King Drive. It was conceived in 1871 by Frederick Law Olmstead as part of a large 1,055-acre park known as South Park, a complex that is now home to modern-day Jackson Park, the Midway Plaisance, and Washington Park. Today, Washington Park continues to reflect many of its original design elements, and of the three parks comprising the original concept for South Park, Washington Park remains the most intact representation of Olmstead’s plan.
The Chicago Park District sought a qualified consultant team to prepare an updated Framework Plan for Washington Park. The updated plan should provide a vision for improvements in the park over time, and will serve as a planning tool for the Park District and the greater community as resources become available to invest in the park. The plan must address the park’s role as a neighborhood park, a city destination, and as a public open space with national significance as a historic park. Scope of work included in the development of the Framework Plan includes design administration, an assessment of existing conditions including survey work, a traffic study, historic review, and neighborhood demographic studies, and a robust community and stakeholder engagement strategy including a minimum of four (4) public meetings and twenty (20) stakeholder meetings with presentation materials.

This contract was publicly advertised as a Target Market Request for Proposals (“RFP”). The
Proposer was selected pursuant to a target market search. Five proposals were received on the due date and all proposals were found by the Department of Purchasing (“Purchasing”) to be compliant and responsive.
The Evaluation Committee (“EC”) was comprised of four (4) voting members, all CPD staff. The EC began their evaluation of the proposals at their first meeting on February 16, 2022. They met again on February 23, 2022 and March 2, 2022 and decided at the conclusion of their meeting to invite all qualifying proposers to oral interviews. Oral interviews were held on March 23, 2022 and March 25, 2022, and each session lasted approximately 45 minutes. The EC met once following oral presentations on March 25, 2022. The EC concluded their evaluation by scoring Muse Community + Design the highest.

VI. General Conditions
1. Conflicts: No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.
2. Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part the agreement.
3. Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i). All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.
4. Economic Disclosure Statement (“EDS”): Contractor has submitted a full and complete EDS.
