AMENDMENT TO CHAPTER III OF THE CODE OF THE CHICAGO PARK DISTRICT

To the Honorable Board of Commissioners of the Chicago Park District:

 

I.                      Recommendation

 

Pursuant to Section 7.02 of the Chicago Park District Act and Chapter I, Section B.2 of the Code of the Chicago Park District (the “Code”), the General Superintendent recommends that the Board of Commissioners (the “Board”) approve the amendments to Chapter III of the Code.

 

 

II.                     Explanation

 

Section 7.02 of the Chicago Park District Act, 70 ILCS 1505/0.1 et seq., states that the Board may “establish by ordinance all needful rules and regulations for the government and protection of parks”.  Chapter I, Section B.2 of the Code sets forth a forty-five (45) day notice period regarding any amendment to the Code (the “Notice Period”). 

 

For the Chapter III amendments, the Notice Period was initiated on September 10, 2025. The Chicago Park District did not receive any comments during the Notice Period, and the Notice Period has concluded. Therefore, the General Superintendent recommends that the Board approve the amendments to Chapter III to codify the Park District’s current practice prohibiting any Officer or Employee from accepting honoraria and also to insert reference to the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq., as amended. The proposed amendments are set forth in full in the enclosed Exhibit A.

 

Upon approval by the Board, pursuant to Chapter I, Section B.4 of the Code, the General Counsel shall review, prepare and publish electronic copies of the Code that have been revised by reason of these amendments.
