I. Recommendation

 

It is recommended that the General Superintendent and CEO or his designee enter into a contract with Booth Hansen Architects for the purpose of providing design, construction documentation, and construction administrative services for the renovation of the Clarendon Park Community Center.  The Consultant was selected pursuant to a Request for Services (“RFS”).  The total contract award shall not exceed $1,120,600.00.  No work may commence and no payment shall be made to vendor prior to the execution of a written agreement.

Scope of Services:                     The Chicago Park District seeks a consultant team to prepare design and bid documents for the rehabilitation of the Clarendon Park Community Center. Clarendon Park Community Center is located within an 8-acre park located in the Uptown Community Area.

The Request for Services (RFS) was issued to Booth Hansen Architects via the Pre-Qualified Design and Professional Services Pool for Architecture. The Board approval process requires that whenever a project award exceeds $400,000.00 the Board must first approve the award before the notice-to-proceed can be issued. 

V.  Explanation

In 2019, the Chicago Park District collaborated with community members to create a community-supported vision for the Clarendon Park Community Center rehabilitation project. The planning process resulted in a vision for the project that will fix fundamental problems like the leaky gym roof and lack of accessibility, create a more functional floor plan, and update the interior of the historic and beloved building.

The fundamental focus of this project will be providing a new roof, addressing moisture penetration in the building, repairing the envelope issues, upgrading the MEP system as required, and providing an accessible entrance and an elevator to ensure the building is ADA compliant.

With funds remaining, the project should aim to improve the building function and update interior finishes of key rooms including the gymnasium, building entrance and lobby, game room, fitness rooms, clubrooms, boxing room, dance room, and bathrooms in the spirit of the 2019 concept plan.  CPD expects the selected consultant to prioritize fieldhouse improvements to provide a complete and outstanding project within the construction budget stated above. Finally, improvements for the exterior landscape should be considered and implemented, as budget allows.

 

VI. General Conditions

 

1) Conflicts: The Agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.

2) Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of the agreement.

3)  Contingent Liability:  Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i).  All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget.

4)  Economic Disclosure Statement (“EDS”):  Contractor has submitted a full and complete EDS.
