I. Recommendation
It is recommended that an order be entered authorizing the General Superintendent or her designee to enter into a contract with Anchor Mechanical, Inc. in the amount of $2,815,897.00. The contractor was selected pursuant to an Invitation for Bid (IFB). No work may commence, and no payment shall be made to contractor prior to the execution of a written agreement.

Scope of Services: The general scope of work at Sherwood includes installation of three new Heating/Ventilation & Air Conditioning (HVAC) units and associated ductwork replacement, new rooftop exhaust fans, improved access for ongoing maintenance and operations, and upgrade to existing electrical service to handle loads of the new HVAC equipment. The general scope of work at Brainerd includes similar HVAC replacement work and electrical service upgrade, plus roof replacement work and other associated work.

Procurement History: Project was issued as an IFB
The IFB was issued to all 18 members of the pre-qualified pool of Rapid Response Contractors. A total of two bids was received and one No Bid Response form indicating Contractor was too busy to submit a bid. These two bids were carefully reviewed by Planning & Construction for responsiveness and further reviewed and evaluated as to the content of the responses relative to the project scope at these two buildings, total cost and all other identified evaluation criteria within the IFB.
The General Contractor’s bid is recommended for award.
V. Explanation
Sherwood Park located in the Englewood community totals 6.41 acres and features a Fieldhouse with gymnasium, fitness center, Youth Wellness Center, and multi-purpose clubrooms; Brainerd Park located in the Washington Heights community totals 9.56 acres and features a Fieldhouse with gymnasium, and four multi-purpose rooms. These Capital investments will allow the Park District to provide safe and well-maintained spaces for park programs for years to come.
VI. General Conditions
1. Conflicts: No agreement authorized herein shall be legally binding on the Chicago Park District if entered into in violation of the provisions of the Public Officer Prohibited Activities Act, 50 ILCS 105/0.01 et seq.
2. Ethics: The Chicago Park District’s Ethics Code, Chapter III of the Code of the Chicago Park District, shall be incorporated into and made part of all agreements authorized herein.
3. Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to Section 17(i) of the Chicago Park District Act, 70 ILCS 1505/17(i). All agreements authorized herein shall contain a clause that any expenditure beyond the current fiscal year is subject to appropriation in the subsequent fiscal year budget
4. Economic Disclosure Statement (“EDS”): Contractor has submitted a full and complete EDS prior to execution of the contract.
