I. Recommendation
Pursuant to Chapter XI, Section C.3.a of the Code of the Chicago Park District, the Director of Purchasing and the Director of Facility Management recommend that the Board of Commissioners of the Chicago Park District (“Board”) authorize the first one-year extension option to Aqua Pure, Inc. doing business as Aqua Pure Enterprises, Inc. (“Aqua Pure”) for the district-wide supply and delivery of Pool Chemicals and Related Supplies for a new contract end date of April 14, 2027.

Contract Period: One (1) year initial term with four (4) additional one (1) year extension options. The contract execution date was April 15, 2025 with an expiration date of April 14, 2026. This is the first extension option request, if the extension option is exercised, the effective date will be April 15, 2026 through April 14, 2027.
Contract Amount: Not-to-exceed $300,000.00 annually and is DUR (depends upon requirements). Expenditure for services under the extension term will be authorized by annual appropriation and subject to the year’s budget.
Scope of Services: Supply and delivery of pool chemicals and related supplies, on an as-needed basis.
Authorization: Authorize the General Counsel to include other relevant terms and conditions in the written extension agreement. Authorize the General Superintendent to execute the extension agreement and the Secretary to attest as to the signing of the extension agreement and keep an original copy of the extension agreement on file.
III. Performance to Date
Aqua Pure has met the expectations under this contract in the first, one-year term to supply and deliver pool chemicals and related supplies for districtwide use to the Chicago Park District. Furthermore, it has the capacity to meet the delivery requirements and have done so in a timely and efficient manner for the Chicago Park District and maintained good standing as a vendor.

Compliance: The Minority and Women-Owned Business Enterprise (MBE/WBE) participation goals for this contract includes 5% MBE and 0% WBE. These percentages represent indirect participation of services through Aqua Pure. Due to the unique chemical commodity being procured “direct” participation has not been available. During the initial term of their contract, the vendor has achieved 5.7% MBE and 0% WBE participation.
The percentages shown are against paid contract spend.
VI. Explanation of Recommendation
The Director of Purchasing and the Director of Facility Management request approval by the Board to authorize the first, one-year extension option to Aqua Pure for a new contract end date of April 14, 2027.
The Department of Facility Management requires a wide variety of pool chemicals and supplies for its daily operation of 27 indoor and 50 outdoor pools, plus multiple water playgrounds and spray features. These supplies are necessary for Facility Management staff to maintain pool facilities that often have heavy use and require ongoing upkeep and maintenance.
Therefore, it is in the best interest of the Chicago Park District to award Aqua Pure the first one-year extension option of the contract for the district-wide supply and delivery of pool chemicals and related supplies.
V. General Conditions
1) Conflicts: The extension agreement shall not be legally binding on the Chicago Park District if entered into in violation of the provisions of 50 ILCS 105, the Public Officer Prohibited Activities Act.
2) Ethics: The extension agreement shall contain a provision requiring compliance with Chapter III of the Code of the Chicago Park District (“Governmental Ethics”).
3) Contingent Liability: Any agreement lawfully entered into for a period of more than one year shall be executory only for the amounts for which the Park District may become liable in succeeding fiscal years pursuant to 70 ILCS 1505/17(i).
4) Economic Disclosure Statement (“EDS”): Contractor has submitted a full and complete EDS prior to submission to the Board.
